Many people take educational input and educational output for granted that more input can have more output, as a result the educational invest and educational output must be proportional relationship. For this reason, colleges and universities should invest as much as possible educational resource to gain high level and high quality educational output. But in fact, the evaluation of input-output in high education is a complicated estimating system, and upon most occasions their direct proportion relation is not at all obvious. Educational output may react to amount of education investment is not sensitive because of affected by many factors and vulnerable to environmental restrictions in a certain period of time. Furthermore, educational investment and educational output is not matching, unlike for-profit organization of sales revenue and cost of sales that comply with the matching principle, the output of education is lagging very strong. Therefore, the need for higher education to develop a general outline and scope, make an appropriate investment strategy according to its relationship with the education sector, as far as possible to achieve high efficiency output. The main research contents of this paper are as follows:The first part:the theoretical basis of the paper. Correlation between education investment and the higher education output and two of them, and then introduces the application of data envelopment analysis method and the main model. This part of contents for the following in-depth analysis of higher education input and output efficiency has laid a theoretical foundation.The second part:analysis of the status quo and model calculation. First affiliated with university as a whole, from a macro point of view of higher education in recent years, the education input and output change trend. Then from the microscopic point of view, the establishment of higher education input and output indicators system, the 72 universities in China are analyzed, the effectiveness of CCR model and BCC model in evaluating the data envelopment analysis method and efficiency of decomposition, deep mining of low efficiency reasons. Finally, using Malmquist method to get the overall efficiency of universities directly under the changes and analysis.The third part:conclusion and suggestion. According to the analysis of CCR model under each of the non DEA effective universities, offering improvements in the education investment and output.In this thesis, universities directly under the Ministry of education as the research object, the logistics of higher education and other related theories and the existing research method and model, research the relationship between educational investment and educational output of universities directly under the Ministry of education, aims to explore the education input and output of the internal changes in the relationship between education and economic benefits, and provide a valuable reference for colleges and universities managers in china.
