In recent years, the attempt of commercial bank lending money to public ordinary colleges and universities became an unprecedented creation in Chinese higher education field. Furthermore, both the chaos emergence from the practical operation of the loan and the major impact that the loan have been, are being and will have on the Chinese higher education, have made this unprecedented attempt that first unknown to public became today's concern.However, the"originality"and"underway"property of the attempt, not only makes the loan itself an uncertain future, but also caused the"collective aphasia"while the theorists affront the practice of colleges and universities loan, and made the theoretical research far lagged behind the development of progress.
