The Reform Of Logistics Socialization In Universities And Colleges Which Based On New Public Management Theory

Abstract:Higher education is an important and indispensable part of harmonious society, it is entrusted the task of promoting country by education and knowledge. It plays an important role in the national economy development. However, because of the planed economy style, the government monopolized the higher education, which ensured the normal operation, also brings the malpractices of "general, confine and under take everything" on the field of logistics in universities and colleges. The "college control logistics, logistics control society" style has already restricted the development of universities. The universities, which aimed to provide "quasi-public goods", the logistics in universities, which provides the security work on teaching, researching and living, is also having the characteristics of "quasi-public goods". Put the logistics to tertiary-industry, and builds the new logistics style of "market provides service, college chooses style, government macro-control, management department control". This point of view is same as "new public management theory", so we can research the logistics by analyzing "new public management theory".This thesis takes the empirical research way on the base of existing data, and tries to build the theory style of logistics socialization reform in universities and colleges. First of all, this thesis reviews the history and analyses the advantages and disadvantages of logistics socialization reform in universities and colleges; secondly, comparative analysis different style of logistics socialization reform in universities and colleges in and abroad, thus to provide the thinkings, ways and measures of deepening logistics socialization reform; last, provides the suggestions and reform measures to the practice of promoting logistics socialization reform in universities and colleges.
