Public property resources are an important part of the state-owned assets of colleges and universities.It is an important resource guarantee for teaching and research,personnel training,logistics support and science and technology service.For a long time,the public housing resources in colleges and universities under the planned economic system is mainly based on administrative means to manage,the formation of the traditional "on-demand distribution,free use" of the public housing management model lack of appropriate restraint mechanism,resource allocation is not reasonable,There is no fundamental solution to the rational allocation of public housing resources and effective use of the problem.Therefore,for the more reasonable management of public housing resources in colleges and universities to make it a scientific and rational allocation and effective use of the colleges and universities gradually began to promote public housing management system reform.First of all,this paper combs and analyzes the relevant literatures and research results of the optimization of public housing resources in colleges and universities at home and abroad,expounds the related concepts and theoretical basis of public housing,and puts forward the public goods theory as a foothold,Resource orientation and the research object of this paper.On the basis of the current situation and problems of the allocation of public real estate resources in the traditional colleges and universities under the extensive research and combing of the planned economic system,combining with the social and economic goals of the survival and development of colleges and universities,this paper puts forward the establishment of the university public housing resources combined with the administrative configuration and the market allocation Configure new ways.Secondly,on the basis of fully drawing lessons from the reform of a large number of public housing colleges and universities in China,this paper puts forward the overall idea of "fixed allocation and secondary allocation" based on the actual allocation of public housing resources based on the actual situation of colleges and universities,This paper constructs the index system of public real estate resources allocation,uses the structural entropy weight method and the fuzzy comprehensive evaluation method to evaluate the index weight and the data analysis,and constructs the public property resources of colleges and universities based on multi-objective programming theory Optimize the configuration model.Finally,taking the teaching and research public housing of X as an example,the author uses the obtained data to verify the constructed distribution model,and puts forward relevant countermeasures and suggestions for the problems found.The research shows that the reasonable allocation of public real estate resources in colleges and universities can improve the utilization rate of resources and ensure the smooth progress of teaching and research work in colleges and universities.The optimal allocation model of public housing resources in colleges and universities not only improves the theoretical research system of public housing in colleges and universities,but also provides support for the promotion of public housing reform in colleges and universities.
