Research On Present Management Situation And Reform Path Of The Hospitals In Public Colleges And Universities

Hospitals in public colleges and universities are one kind of the medical institutions with Chinese characteristics. University hospitals undertake the functions of basic medical treatment, disease control, sanitary control, health education, family planning, medical insurance management and all the other related functions which belongs to the medicine and hygiene fields in the colleges and universities. They effectively compensate for the lack of social medical supply and make great contribution to safeguarding the teaching and scientific research orderly and protect the health of teachers and students in the colleges and universities.In recent years, with the continuously deepening of the medical and health reform, the university system reform, and also the promotion of the socialization reform of logistics, the survival environment of university hospitals in the colleges and universities has already changed a lot and they are now facing the difficulties in their development pathway. Colleges and universities face several choices since each of them has different opinions on the positioning of university hospital. They adopt different ways of the management which leads the medical institutions to the different roads of development. This research tries to summarize the gains and losses of these development modes, analyze the current problems which we are facing when we deal with the medical and health work in colleges and universities, and explore the differentiated development modes which the university hospitals could take from the view of functional orientation by combining its different practical conditions, so as to achieve the purpose of guaranteeing the health safety and the medical demand of the staff and students in colleges and universities,improv-ing the public health level of our country.This paper starts with the literature reviews which are relevant to the development of hospitals in colleges and universities, and make the analysis and conclusions based on the research achievements related to the health work in colleges and universities. Secondly, it teases out the evolution and progress of the development of hospitals in public colleges and universities from a historical perspective, which includes the national relevant policies and regulations, service object and necessity of setting up. According to the service attribute, this paper summarizes the functions of hospitals in public colleges and universities from three aspects which are public health function, basic medical function and health administrative function respectively. Thirdly, it divides the current management modes of colleges and universities hospitals into two parts which are school management mode and hospital management mode, and also expounds the present management situations of hospitals in public colleges and universities under the background of reform. Fourthly, it analyzes the problems and its cause of formation that the hospitals in colleges and universities might be confronted with in the actual work. The last part is about the countermeasures and suggestions. It introduces the method of orientate function, which is according to the principle of function orientation, combining with the current national policies, the goal and scale of running colleges and universities, university hospitals should make reasonable choice of its function, choose the differentiated development modes which suits their own function orientation development, and some relevant supporting management measures which could nudge the development of university hospitals.
