Universities and colleges are the most high-level educational institutions in the national educational system. Teachers in higher educational institutions are"the first essential factor"in this system. These teachers'status particularity decided the important responsibility and the important function in the modern education development the same as in the humanity culture biography succession.This article emphatically explains the university and college faculties'human capitals development influence the development of teacher's team, analysis the current situation of university and college faculties'manpower capitals development, describe the trend of university and college faculties'manpower capitals development, design university and college faculties'selection mode, put forward the corresponding counter measure according to the mobility of university and college faculties'; Systematically studies the university and college faculties'drive mechanism is mentioned in the article, it also analysis the necessity of the university and college faculties'duty system and appoints system, and proposes the strategy choice of university and college faculties'appoints system; Combine university and college faculties'quality and training situation , the training network structure should be found, in order to set up perfect security mechanism; At last, the article combine the investment subject behavior of human capitals development, probe into university and college faculties'human capitals development includes capital increase model.The innovation of this text is clicked as follows:1.
