Using some qualitative research methods such as in-depth interview, observation, autobiographical method and real material collection, this dissertation takes Nanshan Foreign Language School (NSFLS) as an example to study such a subject as "school innovating leadership in mainland China". The beginning point of the study is the history of NSFLS and the biographies of its former principles.The first part "research method and material collection" discusses the main research methods of this dissertation, introduces the biographical notes of the former principles, the process of interview and interpretation and issues of moral and ethical principles. The second part "the foundation of NSFLS: an innovating myth" analyses the various forces which led to the foundation of NSFLS. The third part "action learning: school-based reform in NSFLS" deals with the combination of school-based reform and professional-training in the subjects of English, Chinese and Mathematics. The fourth part "the symbolizing innovating leadership in NSFLS" treats the symbolization of leadership to create the core value standpoint in the whole school. The most typical ceremonies and celebrations are the "five festivals", that is, English Language and Culture Festival, Chinese Language and Culture Festival, Science and Technology Festival, Physical Culture Festival and Arts Festival. The fifth part is "the development of institutional culture in NSFLS". The management framework transformed from "Combination between Strips and Blocks" regarding blocks as the dominant factor into a pattern that regards strips as the main points. A series of innovating rules and regulations are established: the educational convention of NSFLS; the educational advice to parents; STOB Plan, etc. The third five-year program is also discussed in detail in this chapter. The most meaningful significanceof the development of institutions is that the process of the development is at the same time a one of passing on the common cultures to the stake-holders in NSFLS. The sixth part is "school-based, school-based and still school-based". The management pattern in NSFLS is school-based, so teachers' sense of achievement, belonging to a team and interest in teaching is very high. Most teachers identify with the school's objectives, so they actively participate into the school-based reform, such as English film class, reading first initiatives, etc. Conclusions of this study is as follows: In the aspect of innovating leadership, innovations must be achieved through research; putting forward and spreading visions shared by all the stakeholders of the school; carrying out projects that are planned for the visions; transforming the explorations to realize the visions into organic parts of school culture. As for the characteristics of the innovating school leaders, they must have strong characters and lofty educational ideals; they themselves must be creative enough; they are eager to learn at any time so their knowledge base can be expanded at any time; they have the ability to carry out their plans. There are environmental factors which produce affects to innovating leadership: enough expenditure; school-based leadership; enough human resource; students are of better family ground; more opportunities to learn. In order to break through the bottleneck of development, a series of measures will be implemented in NSFLS: continue to focus on teachers' professional development, go on school-based reform, reinforce the establishment of international curriculum.
