This research inquires into Primary moral education policy (1978-2000) and the historical development of these policies by employing different frameworks for policy analysis, rational, symbolic and normative perspectives. The analyses try to explore the characteristics of the Primary moral education policy, and then provide some suggestions to the reform of current moral education in China.The research is first to give a brief definition of these concepts: policy, policy analysis and the education policy analysis, and then explain multiple-perspective approach to policy analysis in detail. In the second chapter, the research gives a brief historical description of the evolution of the Primary moral education policy (1978-2000) and divides the history into three phrases, and then analyzes these policies from rational, symbolic and normative perspectives. In the third chapter, this research draws some conclusions by analyzes Primary moral education policy, such as: the political value dominates the moral education policy and the Communist Party determines political value; the objection of the moral education policy emphasizes the commonness rather than the individuality; the organization of making moral education policy has the unitary character. In the end, this research provides some suggestions to the reform of current moral education in China according to the research conclusion.
