Taking the appraising work for the graduate teaching in general higher schools of our country as objective and in the research frame of "educational issues" and the theoretical field of "the state and education", this dissertation concerns about the educational meaning and genuine connotation of the appraisement for the higher pedagogic practice in the whole from the view of value and human being through the methodology of criticizing education and the study paradigm of "reflection-construction". This study is to display the educational ideas and beliefes which the appraisement for higher school should follow, to understand the disciplinarian relationship between the higher pedagogic appraisement and the development of higher school as well as between the educational value and appraisement, to master the primary characters of complicated appraisement for teaching in higher schools and to present the unique and complex trait of higher pedagogic appraisement with Chinese speciality. The purpose is stimulate the educational theoretical field to understand the higher pedagogic appraisement deeply and provide some theoretical reference to further modification of appraisement for pedagogy in higher schools in practice. Therefore, the emphasis of this dissertation is the category of educational primary theories. The core of the dissertation is to study the connotation as well as the generation and the functional mechanism of the appraising educational value.The dissertation argues that higher pedagogic appraisement is not completely an operational technology which has been "already-made" or been regulated by some pre-nature, but an organizational section of the modern university system which continually realizes self-negative and surpasses generation in the interaction between the society and higher education. Thus, the criterion of appraising is not an absolutely standard which is abstract with "wholly-planned" character designed externally, but a realistic "existing logic" with the power of life that is continually generated "rooted" in practice. Through exploring the connotation of the value of higher pedagogic appraisement, people can discover that the educational value of the appraisement for the teaching in higher schools is human-oriented and internal nature. The primary goal of appraising pedagogic value is to construct educational regulation and order and the ultimate goal is to pursue the educational freedom. In order to realize these external goals, appraisement must concern the value of its own life. As a material existing and a reality with the value of life, the value of appraisement is just contained in the process of life construction.The dissertation argues that the educational value of higher pedagogic appraisement not only reflects the tendency of demands of appraising purpose, but also penetrates into the appraising subjects, appraising contents and operational projects to form various apparent and recessive powers of inductivity to influence the operation and development of higher education. The system of appraising index and actualizing procedure are the matrix of educational value. The foundation of raising the value of appraising pedagogy is to establish an up-to-date system of index that reflects exactly the inner logic of higher education, an appraising technological method and executing procedure according to the scientific criterion of pedagogic appraising.Through investigating, the dissertation discovers that the pedagogic appraisement for higher school is the insertion of political elements from the state in the process of higher educational run. This insertion is displayed in practice as the descending of the systematical power of higher pedagogic management and the programming development of higher education executed by the state. The educational value is generated along the process of insertion. The educational value of appraisement contains the apparent and recessive powers which the state political logic and educational inner logic make the use of influencing and reconstructing the higher educational systematical culture. Such various powers are mutually connected in human being and expressed in the process of training persons with ability. In conclusion, if it is to realize the educational value and make the higher education to be its being, higher pedagogic appraisement should hold the necessary idea of "spirit of Utopia", promote the educational pursuit of itself and facing the contemporary practice and the future opening-up to restlessly endow the life value of itself so as to continually exceed itself.
