At present, under our country's specific historical background of uneven district economic, social and cultural development, the importance of the policy of pay school has made the distinct appearance of educational funding to poor students. In order to meet the education needs of these disadvantaged students group, to protect their rights to have study and to guarantee the realization of education equality on system, our country has generally established and formed the student education funding system from governments to social organizations and citizens which has, to some extents, alleviated the intensification of the contradiction. However, there are still problems during the construction of this system in practice. Assessing the involved ethical liability will undoubtedly benefit the further improvement of this system. What is student funding ethical liability? What is the ethical foundation of student funding? What changes has student funding ideology experienced? What are the demands of value of student funding? What is the ethical liability of funding subjects? What problems are existent in the ethical liability of student funding system? What kind of student funding system should our country build? The contemplation on these six questions is the argument foundation of this research.The moral responsibility in education is an important content in education system design which can not be evaded so that student funding system is not sheer related to economics. Apart from being restricted by economic foundations, it ties closely to social politics, education, culture and other fields in macroscopic view and to the concepts of value and morality choices of society and funding subjects in meso- and microscopic views amidst which ethical liability problem is very prominent. As for ethics, it directly reflects the moral demand of school education to student funding, and approval of funding subjects to moral obligation concept, moral care and social morality value system of school education which is the integration of social ethics value in all aspects in student funding system, containing profound ethic assessment and connotation about value choice.The choice of student funding responsibility is, in the ultimate analysis, a choice of morality and basic behavior; however, it is not a common morality choice but has its specific characteristics. Only if morality individuals and social morality groups have dispute on some benefits or assessment standards, can unevenness and conflicts of responsibility not be evaded. The peculiarity of student assistance responsibility choice lies in that the responsibility concept of morality subjects focuses mainly on the result of their behavior which directly effects the realization of educational equality, social stability and civilization improvement so that it is one of the most important problems which cannot be ignored in education field.The ethical liability of student funding is a comprehensive issue which combining multi-subjects involving ethics, educating, economics, management, sociology. Applying with historical literature laws, comparison, cases, system analysis, this research paper gives the definition of ethical liability of student funding through the discussion of the definition, attributes, subjects, form, contents, ideology, analyzes the orientation of value of ethical liability of student funding by three aspects of efficiency, education equality and development of people, divides the ethical lines of each responsibility subject of student funding, judges the student funding system after the funding of new China and at present on the basis of the ethical liability standards of student funding and reflects the ethical confusion in student funding at present. At last, this paper presents the basic thought of the reconstruction of ethical liability of student funding.Because there are still some practical problems such as the disorientation, weakness and loss of the ethnical liability in our country's student funding system, it's impossible to lead to social responsibility unevenness and conflicts in a larger scale. Therefore, assessing the design of the student funding system and the guidance of value orient through ethical liability directly involves the exploration of government ethical liability, system ethical liability, education ethical liability, charity ethical liability, enterprise ethical liability and individual ethical liability. The construction of student funding ethical liability system is a systematic project of social culture construction. As the inevitable demand of modern society, and the responsibility that governments can't evade, ethical liability should play a major role in the investment of educational affairs and the guarantee of education equality. Governments still need to further the improvement of the social citizen participant mechanism, assessment and amendment mechanism, supervision mechanism and responsibility prosecution mechanism so as to ensure the functions of school education system on maintaining social morality and ethical beliefs and basic behavior and attitude.This research tries to apply the theories of ethical liability into the specific problems of student education funding in the research of education research so as to open up a new perspective on the research of the issue of student funding. Trying to study and analyze student funding and the related education thesis through the perspective of the integration of education economics, administration, social culture and other aspects, this paper expects to comprehends and contemplates the issue so as to put forward some policy suggestions and measures with stronger clarity and validity.
