The prominent question in the developing process of rural local educiation is the justice and the efficiency of education, which has also been verified by the investigation and study of primary and secondary school mapping in six mid-west provinces (boroughes) countrysides. Since 1990s, rural school-age population's unceasing reducement along with the birth control policy realization and the rural-townization continuously enhancing has led rural primary and secondary schools to students insufficient in vast countryside, especially in mid-west areas. Under these conditions, there are obvious contradictions between the dispersal school layout, small scale and the low schooling quality. Therefore, the layout adjustment of primary and secondary schools happened once again in countryside area, espentially in mid-west rural area. In the peocess, confliction between education fairness and education efficiency has arosed, which urgently needs to be solved. This article based on the investigation and the study in mid-west six provinces areas, analyzes the confliction theoretically and practically, has reveales the root which the conflict was produced, and proposes Countermeasures that can alleviate the conflict. We hope this article be valueable to the government departments, the non-official organizations, the rerearch institutions and the social other correlated departments, and finally can take the corresponding measures to solve the confliction, thus enables the countryside elementary and middle schools layout adjustment to carry on smoothly to advance.The paper consists of five chapters:The first chapter is the introduction of the whole text, which introduces mainly the author's pondering to this research at beginning, and combing literatures, and put forward the problems of the thesis should be studied, the techniques and the tools which would be used in research, and the anticipated value of the assay, as well as the writing clues and the logical organization of full text.In the second chapter, through analyzing the central and local authority's policy texts, the reports about the school layout adjustment from kinds of personnels (in particular these local administration personnel), we understand the goals of rural elementary and middle schools layout adjustment, And Has carried on the discussion about the establishment foundation of these goals. In this chapter final, we supposed that the potential conflictions among these goals, and analyses about the confliction these goals contained have been given. The dissertation has also displayed the confliction between the premise and concrete goals, as well as inside each concrete goal. The analysis discovers that all goals have finally been deviated to the efficiency. The third chapter is the demonstration research. In this chapter we use the investigative data, carries on the analysis to the school layout adjustment goals. Research proves that the layoutadjustment has only achieved its efficiency goal, but the equity goal——guarantee promotingcompulsory education matriculation opportunity and the rural education balancing——The effect isnot obvious. Not only that, but also the adustment causes the rural education fairness be injured.The argumentation in the fourth chapter is that the layout adjustment goal confliction actually is benefit confliction between different special interest groups, based on benefit confliction theory, the special interest group theory and the official economic theory. Then we mainly analyzed the government and farmer's special interest group characteristics in this chapter, as well as the benefit each of them in the school mapping progress, and the benefit gambling between various special interest groups from the gambling tree.Fifth chapter has discussed how to coordinate the confliction in rural primary and secondary school layout adjustment, and put forward the coordinated theory and strategy. The thesis in this part extendes naturally from the front chapters, because the front chapters believe that the confliction is essentially the target value orientation confliction and the benefit confliction. This chapter emphatically explored how to make choices between the different value orientations and the different benefit community. This dissertation raises its viewpoint of compensating, along with two principles, which are detaching principles and compensating principles. At the end of this chapter, we propose the Countermeasures to solve the goal confliction in the layout adjustment of rural primary and secondary schools.
