As the curriculum reform goes advanced, more and more attention has been gradually paid to the implementation power of curriculum policy (especially the implementation power of curriculum policy of local educational authority). It is appealed that the major topic of our study should be transferred from formulation of the policy to the implementation of the policy. The key of the study which is named on the implementation of curriculum policy of local educational authority is how to implement the policy, i.e. what essential actions should be taken when a policy is to be implemented, and how to take those actions scientifically and rationally.The study tries to construct a theoretical framework of the implementation of the curriculum policy through the analysis of theory and practice with the method of documentation and survey. From doing this, the study aims to improve the implementation power of the local educational authority. Focusing on this, the study is composed of six sections: Based on some problems existing in current curriculum reform, the first section defines the range of the study and stresses the necessity of paying attention to this topic. The second section mainly clarifies the history of this theme, introduces the major conclusions generated by other fields and discusses the meaning of implementation power. The third section is the core of this study, since it puts forward an analysis framework fitting to our reality, which includes four parts as study and develop, organize and enact, adapt and support, evaluate and assessment. Each of the part is organized in the way of what, why and how; The fourth section analyzes several factors which may influence the implementation of curriculum policy of local educational administrative authorities such as the policy itself, the subject and policy circumstance etc, especially the subject. The fifth section reflects some major problems existing in China's current implementation of curriculum policy and brings forward some strategies. It is hoped that the study be helpful to the implementation of curriculum policy of local educational authority.
