With the rapid development of IT(Information Technology) and computer technology, human beings have entered an information epoch. Information is considered as one of the basic components of education system by IT in education and modern IT is used to deeply improve the revolution and development of education. IT in education, which is a completely new form of education, will necessarily come into being as the result of e-Education. Among these distinct features of e-Education, including multimedia teaching materials, globalization learning resources, personalized teaching methods, independent learning platform, collaborated learning activities, automatic management and virtual leaning environment, education resources is the pivot of all applications. It plays an important role in improving education qualities and digging potential of education development.In 1999, the leading team of modern distance education resources database was founded by ministry of education, and after that, the"national distance education resources constructing plan"and"modern distance education resources constructing technology criterion"were drafted out. Since then, research on the development of education resources becomes more and more popular. A few years, companies and research groups who are concentrating on constructing education resources appear continuously and the running patterns from design to management is also formed. Although not so mature, they still release the pressure of the shortage of education resources in some distance. But constructing education resources is not a one-step but a circular and dynamic process of lack-supply-balance-lack-supply. In addition, the teaching materials of elementary education are changing from standard edition under the general outline to diverse ones under the curriculum criteria. With the appearance of diverse teaching materials and the increase of personalized understanding, personalized education resources become more and more. The push of new curriculum criteria and new teaching materials asks for corresponding resources. So, the constructing of education resources must improve and perfect to accommodate with the demand of social development. That is the guarantee of the permanent vitality of learning resources.Since new resources piling up continuously and user group expanding rapidly, it becomes an obvious problem that users urgently ask for new resources while resources cannot update in time. It is an urgent problem for education resources constructing that the resources can be distributed effectively. This is also the bottleneck which restricts the construction of learning resources and development of e-Education.To resolve the existing problems in resources delivery system, the writer designs an Education Resources Distributed Delivery System (ERDDS). Every server can support delivery service for users independently under control of the schedule server. In the system, personalized service mechanism is adopted. On one hand, users'basic information is described by regular-based recommendation technology which effectively realizes new users'original personalized chooses in the e-Education platform; On the other hand, users'interest information is described by content and cooperation based mixture recommendation technology which effectively realizes old users'updating personalized choose in e-Education platform. During this personalized delivery process, the writer uses a based on Background and Tense Vector Space Model (BTVSM) to build user interest model and uses a based on Background and Cognitive Level Vector Space Model (BCLVSM) to descript education resource. Decision tree, fuzzy matching and reasoning and ant colony algorithm are used in ERDDS. In the schedule server, ant colony algorithm is used to optimize the schedule. This effectively resolves the distribution between resource users and distributed delivery servers; consequently it realizes system load-balance.At last, the effectiveness of the ERDDS is proved through a simulation experiment. A completely new and effective delivery system will be built along with the application. And it will bring huge application value and theoretic significance.
