The increasingly deeper integration between information technology and education has opened a new horizon in resource construction and sharing, people have higher requirements on education information resources, whether in terms of their own quality or the using efficiency. However, although there are a huge number of educational information resources currently which have begun to take shape, the overall quality is not high, there are "digital ruins", the problem of lack of quality resources and low using efficiency of resource becomes increasingly prominent. First of all, in the previous resources construction process, people's attention focused on the number of resources rather than quality, quality of resources varies greatly; Secondly,divorced from the process of the development of enterprises and the use of users, there is lack of contact between the two, this kind of "the separation of construction and using " construction mode is lack of user feedback channels, resulting in the low enthusiasm of users' using; Thirdly, facing massive information resources, and for the lack of appropriate guidance, users tend to experience "Information Disorientation " ,which will reduce the efficiency of filter and obtain the necessary resources; Finally,because of the difference between information literacy, the degree of the quality of resources collected by users vary from user to user, then the "Matthew effect"gradually emerges which reflects "the superior become better, the poor become poorer",which exacerbates the "digital divide" that is already existed. Therefore, the key link to developing education informatization to the depth is to use information technology to promote the development and sharing of quality education information resources and enhance the using efficiency of resources.In view of the current problems in the course of development, construction and use of educational information resources, this paper puts forward the idea of applying social annotation to the using process of educational information resources. In the"government-led, enterprise development, school use" resource construction mode,utilizing user annotation resources to connect users and resource development enterprises, to clear the user feedback channels, to pay attention to user comments, to provide guidance to users and so on. First of all, through the literature research to establishing a user-oriented user annotation index dimension for educational information resources , combining with annotation feedback mechanism to build a user annotation model for educational information resources and explaining the explanation.On the basis of this, the paper putted forward the computational method of resource annotation scores, designed and developed a user annotation simulation platform by using computer technology, and carried out a simulation experiment to simulate the specific operation of the model.Through the simulation, it verified the reasonableness and feasibility of the user annotation model for educational information resources, and provided reference for establishing the real user annotation platform. The results indicates that the annotation results can provide diversified feedback to users and resource development enterprises which plays a significant positive role in promoting learners to carry out personalized self-learning and resource selection, helping teachers to provide personalized guidance and resource recommendation for learners and promoting enterprises to continuously improve the quality of resources, so as to improve the quality and using efficiency of educational information resources.
