Research On Competency Of Principals In Primary And Secondary Schools

Based multidisciplinary,the research discusses the theory of competency which is applied in the process of the principal's professionalization,then goes on an empirical research in the city of Ningbo,and establishes the competency model of the principals in primary and secondary schools.With the model,an action plan on principal's professionalization development under competency is suggested,which could help the promotion of the theory of competency in the practice of principal's professionalization.In the theory analysis,As the principal's competence is an important part in the development of the principal's professional competence,it analyses the different research about principal's professional competence and the criterion of professional competence.Further it shows the trend of research on the competency of school's managers.Finally,it studies the research's contain,method and value,with the practice of the principal's development in our country.It points that the studies on trend of principal's professionalization is about principal's competency.In the empirical study,it is inquired the principal's needs and problems with the practice in professionalization.It reveals that there's lack of criterion in principal's professionalization in the system level,and that there's limitations in the principal's cognition of the structure of the competency in the individual level.So the definition of the principal's competence is the key of development of the principal's professionalization.Using the critical incident technique,it makes a study of principals from the city of Ningbo.It shows that(1) the excellent principal group and the ordinary principal group have different characteristics in competency:SEC,RB,IMP,SET,RM,AT, DEV and ING;(2) the ordinary principal's characteristics in competency is:UO,IC, FLX,TWS,INNO,SA,EXP,FTT,STG,CL,EXE,ACH and RSP;(3)the characteristics above can be classified as 5 types:individual trait,interpersonal relationship,management,professional knowledge and skills,and engagement.The conclusions provide a theoretical and practical basis for the construction of principal's competency criterion.The research tries to implement an innovational action plan on principal's professionalization in Jiangbei District,Ningbo.it builds the principal's mode of professionalization development.Based on the empirical study's conclusion and the model above,it finally suggests the Jiangbei District's action plan on principal's professionalization development under competency.
