With the determination of the framework of key competence, the research on key competence has entered a new stage in our country.Namely,it has transitioned from the research stage of "what is the key competence" to "how to cultivate and implement key competence".Teacher as an important factor that affecting students' development, its'professional development is bound to have an important influence on the cultivation and implementation of students' key competence. So this paper probes into the deficiency and perfection of teachers' professional development from the perspective of key competence, and expects to make a contribution to the cultivation and implementation of key competence. The paper is made up of five parts. The first part is the introduction, which mainly introduces the reasons for selecting the topic, the research significance and method, the definition of the core concepts and the literature review. The second part explains the specific expectation of cultivating the key competence to the teachers'professional development from three aspects:the subject, content and way of teachers' professional development.Founding in the subject of teachers' professional development, the cultivation of key competence expects the subject of teachers' professional' development is "complete person",and has teachers' professional quality oriented to key competence. In the content of teachers' professional development,it expects to form the teachers' professional quality index oriented to key competence, and present teachers' professional standards through a series of specific teachers' professional quality index. In the way of teachers' professional development,it expects to develop a professional development way that the development impetus mainly comes from internal, and cultivating the key competence as the basic standard. The third part measures and inspects the deficiency of teachers' professional development in our country according to the expectation of the cultivation of key competence to teachers' professional development. It finds that there are some problems in the subject of teachers'professional development, such as the deficiency of"natural person" and few subjects have complete teachers'professional quality oriented to key competence. There are some.problems in the content of teachers' professional development, such as the incompleteness of the existing teachers' professional quality indexes and there is no obviously present teachers' professional quality indexes in form. And there are some problems in the way of teachers'professional development, such as the impetus for teachers'professional development mainly comes from outside and has not formed teachers' professional development way that cultivate the key competence as the basic standard. The fourth part discusses the reasons for the deficiency of teachers' professional development from the perspective of key competence, and finds that the above problems are caused by internal and external reasons. The internal reasons are the inertial cognition of the competence structure, the hysteresis of the currentteacher's professional standards, and lack of theoretical guidance and practical experience. The external reasons are the cultural context of economism and technicism, and the negative influence of rigid external intervention force etc.The fifth part puts forward three strategies to improve teachers' professional development from the perspective of key competence. That is,to gradually implement the teachers' professional standards from the perspective of key competence.Actively developing teachers' professional development guide from the perspective of key competence. And improve the value orientation of teacher evaluation from the perspective of key competence etc.
