The sports human resource development has been bestowed with new meanings with the proposal of the scientific development outlook of building a harmonious society adhering to putting people first and adhering to development in a sustainable way as well as of the development goal of the Chinese sports from 2006 to 2010 and with the coming of the Beijing Olympic Games.Based on the survey of the Chinese sports system human resource development completed by Administration of Sports of P.R.C andon the classification of different jobs,this dissertation made aresearch into the status quo of 137,422 people working in the sports fields, including administrators,coaches,athletes,P.E teachers and other professionals,referees,social sports instructors,employees and rear-service personnel etc.It was conclude that the qualities of the people working in the sports system were becoming better and better and a sports resource contingent was forming with greater number of people working in this field,of people able to do different jobs and of people with high qualities.The problems included that the human resource were distributed in an imbalanced way,with East China being stronger thanWest China;the human resource at the basic level needed to be strengthened; the athletic sports human resource guarantee mechanism was imperfect; the human resource total number shortage and the structural shortage coexisted;the overall quality of the human resources should be promoted and there was a lack of multidisciplinary talents and advanced sports talents.Analysis of the environmental requirements for the Chinese sports system human resource development strategy as seen from the future social development and the overall development goal of the Chinese sports in the new era,together with the expert interviews,showed that the needs of the Chinese sports system human resources were displayed in the enlargement of the specific areas of the sports talents,the increasing needs of the number of the sports talents as well as in the calling for the improvement of the sports talent qualities.On this basis,the author of this dissertation put forth the guiding ideology and the basic principles of the Chinese sports human resource development from aspects of the theoretical studies,the goal orientation,the situational analysis and the environmental conditions.It was held that the Chinese sports human resource development strategies should be:readjusting and optimizing the human resource structure to push forward the overall development of the human resources;taking the people with great abilities as the core of development so as to play as leading roles; reinforcing the system and the mechanism innovation in order to create beneficial environment for the human resource development;centering round the ability improvement as to promote the overall quality of the human resources;opening the sports human resource market so that the human resource were to be optimized;executing the national sports human resource information engineering.
