Study On China's Top Athlete Security Policies

As one of the most time-honored historic phenomena linked with the survival and development of the human society,policy is a political behavior conducted by policy makers to mobilize or regulate social forces to achieve their goals.The late Chairman Mao Zedong once said,policy and strategy are the life of a party.Sport is an important part of China's socialist undertaking.After the development over the past few decades,particularly since China resumed its membership of the International Olympic Committee at the IOC Nagoya meeting in 1979,the China's sports cause and elite sport in particular have witnessed remarkable progress and outstanding results have been achieved in Olympic Games and other top level competitions,which has contributed huge material and spiritual assets for our national economic and social development.As the main part of the elite sport and practicer and creator of the Olympic Spirit,top level athletes is an indispensable specialized talents group for the sport development of China and directly shoulder arduous and important responsibilities for the Olympic Medal Program.Athlete is a special career, the characteristics of which decide on its unique rules of athletes' education, post-athletic career and health support.It is inevitable for athletes to risk the conflict between schooling and training,post-athletic career choice and compromise of health. China and the Chinese Communist Party have always attached great importance to the athletes support and adopted a series of policies in this area,which has played a positive role in safeguarding the rights and interests of the athletes,stabilizing the squad and improving sporting performance in a certain historical period.Over the past few decades since China established the top athletes squad,it has been our top priority and basic stand to carry out the scientific development and people-oriented approach,avoid the risks facing athletes,safeguarding their legitimate rights and interests and promote the sound and sustained development of the China's elite sport when we formulated,implemented and adjusted the top athletes support policy.Based on questionnaire,discussion and interview,the purpose of this study, through empirical analysis and research and investigation is to review thoroughly the implementation of the top athletes support policy,analyze its major problems and study the obstacles in the system at the policy level in a move to put forward policy reform and adjustment proposals that suits our national economic and social development and meets the requirements for the healthy development of the Chinese sport undertaking.The research methods for this paper include empirical analysis Study,literature, statistics analysis,interview and visit,and case study,etc.
