Folk sports refer to the traditional games and folk activities for entertainment in the form of physical exercises, which are widely popular among every national. And they make features of entertainment, interest, folkways, playfulness, performances festivals, etc.. Kite is one of the oldest forms of folk sports. It"flies"from history with"spring breeze"and today becomes a"sunshine-sport"as a carrier for fitness and recreation, leisure and friends-making, which is loved by many people, particularly middle-aged and old friends. Since the first Weifang International Kite Festival in 1984, kite tournaments have emerged in many places all around the country. But on the whole, with the social transformation and the development of modernization, folk sports together with many other traditional folk culture, are marginalized in varying degrees. In order to promote the practice of folk sports'preservation, inheritance and development, and to promote the diversified development of China physical culture, Weifang kite is taken for example in this study. In cultural perspective, by way of describing and interpreting the history of the Weifang kite, it revealed the soil for the existence of this culture, the motive force of kite's inheritance and development, the positive and negative impact on it produced by the social environment, and also brought about how the fine interaction has become true between kite-culture and local socio-economic development promoted by the International Kite Festival since the 1980s. On this basis, some thinking was done about the preservation, inheritance and development of folk sports.Today's great development of Weifang kite must be the results of its traditions. Weifang people said,"None one knows when Weifang kite appeared". The results of this study indicate that Weifang kite and China kite must come down in one continuous line, and from mid or late Qing dynasty it became more and more popular. Traditional culture means its roots is deeply, and also, it has tremendous and potential inertia of handing down. As long as the condition is suitable, it will be carried forward.Traditional folk culture generally has obvious ethnic and local characteristics, reflecting different places or different ethnic customs and socio-cultural environment. The so-called"One place water brings up one place people"tells the same reason, that is the regionalization of culture. Weifang is a cultural homeland. Profound historical culture came into being because of the traditions of paying more attention to education, the prosperity of painting, folk art and folk culture, which provided a fertile soil for the existence and development of Weifang kite culture.Fundamentally speaking, in Weifang, the kite is a form of traditional folk culture as a living pattern that closely relates to people's daily life. Weifang kite are in people's folk life, entertainment life and economic life, which is the reason why it can exist, be inherited and develop. Especially in people's economic life it gets the direct motive forces of development. So the key to understanding Weifang kite is the character of its commodity.Though without its values culture can not exist and develop, the social environment can also make notable impact on it. Today's development of Weifang kite, on the one hand, is for the kite's cultural functions -- leisure, entertainment, fitness, but on the other hand, it directly benefits from the macro-environment of China's reform and opening up, and at the same time from the micro-environment of Weifang International Kite Festival. It is because of Weifang International Kite Festival that the interaction between the promotion of traditional culture and the development of local socio-economy is realized.At present, theory also model is needed for folk sports'preservation, inheritance and development, but practice is more needed. 7 issues are discussed in this paper, which are government deeds, school education, training of professionals, media publicity, resources development, international exchanges and coexistent of folk sports and other sport form.
