Non-governmental vocational colleges in China are currently undergoing a contradiction and transition period. There are two big problems facing all the non-governmental vocational colleges:one is the incomplete public policies and regulations, the other is their unperfect inner managing system. The two factors are interactive and reciprocal causation. Therefore, it is meaningful both in theory and practice to probe a new pathway of innovating the systematic enviornment for non-governmental vocational colleges in modern times, based on the history of the development of non-governmental colleges in China, especially in Shanghai, taking for reference the theory of economics and management.The project focuses on two research angles. One is from the international comparative angle. Private universities and colleges in western countries started early and have already formed a series of matured external and internal machanism both in theroy and practice. Therefore, the author compares the institutional enviornment for private colleges in western countries like the US, Great Britian and Japan, as well as in China Taiwan region. The other research angle is from the understanding of current situations. Surveys are done on the status quo of non-governmental vocational colleges in shanghai and all over the country, as well as problems they are facing. Learning from experiences drawn from western countries, the author proposes practical suggetions of optimization strategy on the subject.This paper is divided into six chapters:Chapterâ… :Introduction. It covers the background and significance of the project, analysis on related research done at home and abroad, research ideas and frameworks of the paper. Thereafter, basic concepts involved in this article are defined and interpreted, including "non-governmental vocational colleges", "system" and " system optimization ", followed by introduction on research methods and theoretical line of tools and techniques. Then, the author did a careful review on factors to build a sound system for non-governmental colleges, and tried to achieve system optimization by improving those factors, with the help of establishing a function between several variables and the system objective.Chapterâ…¡:Historical Review on develepment of non-governmental vocational colleges in China and transition of related systems. Focused on evolvement of the systems of China's non-governmental colleges, the author grasped the unique context of the development of non-government colleges, sought out relations between system building and the times, therefore laid a solid foundation for future design on system objective.Chapterâ…¢:System comparison and objective optimaization. From a comparative horizon, and drawing sucsessful experience from famous private universities in the West and in private technical and vocational education development in Taiwan region, the author tried to build system objectives on legal system, input funds and management, with the help of theory tools such as Quasi Public Good, cost-sharing, public policies etc., and proposed an ideal hypothesis on system objectives. By creating necessary conditions to realize system objectives, analyzing existed favorable conditions such as non-governmental, newly-established and higher vocational, the chapter also elaborated the functions and models of system optimization for non-governmental vocational colleges.Chapterâ…£: Defects of external system of non-governmental vocational colleges. The chapter revealed the interactive relations between development of non-governmental vocational colleges and the institutional enviornment, and relations between government macro-policies and micro-behaviors of different colleges. Government and colleges are interactive with common interest. They share respective responsibilities, and try to achieve certain balance in an interest game. Current defects of external system of non-governmental vocational colleges are mainly menifested in duplication or missing of legal system, certainty or uncertainty of property system, support or restriction of monitoring system, concent and contempt of equal status etc.. Restrictions of system and culture, characteristics of education are the root of external system optimization. Chapter V: Internal system limit of non-governmental vocational colleges. The competiveness of non-governmental vocational colleges'internal system is menifested in machanism of resource efficiency, culture stablity, market fitness and high quality supply. However, limitations of current internal system such as organization administration, talent nurture, teacher recruitment, quality assurance, financial management and cultural accumulation, damage the full play of their advantages. The reasons why non-governmental vocational colleges are in urgent need for internal system optimization lie in unsound entrustment, inescapable pathway dependency, uncertian mission management and shortsighted value belief.Chapter VI:System optimization pathways for non-governmental vocational colleges. Principles must be followed to achieve system optimization, including a series of balanced pulic educational policies, a fair enviornment for system competition, an efficient resource allocation system and a stimulative internal operating system. To achieve the goal of ideal system objective, design must be done on optimization pathways both in external and internal systems. And strategy must be carried out and assessment method must be decided. Government ought to act differently from the rule of policies to the rule of law, intervening colleges from directly to indirectly, therefore giving decision-making power back to them. Colleges ought to combine government requirements with practices to build their own internal systems, actively explore a unique development approach, and endow deep culure content to make systems stable and sustainable. Society ought to nurture intermediaries to function as participant and evaluator. In this chapter, a successful example of internal system innovation were selected and fully analyzed.Finally, in the conclusion part, a vision was displayed on realization of system optimazation of non-governmental colleges in China.
