The administrative management of universities is the guarantee and foundation for smooth running of various educational work in colleges and universities.Under the new and higher requirements of fully realizing the connotative development of higher education in the new era,as well as at the startup of the country's promotion of great strategic plan for world-class universities and first-class disciplines(referred to as “Double First-Class”),the administrative management of universities is the key link to decide whether construction and reform can be implemented.As participants,executors and implementers of the administrative management of universities,grassroots administrative staff plays an important role not only in deciding whether university is the first-class or not,but also in establishing a cultural power.Therefore,taking the incentive mechanism of grassroots administrative staff as the breakthrough is to research methods of improving the efficiency and level of administrative management and serve the first-class development of universities.Through the literature review,survey and participatory survey method,this research applies objective theory,Equity Theory and Maslow's hierarchy of needs theory to the research of the current situation of incentive mechanism for grassroots administrative staff in H University which has entered the ranks of “Double First-Class” construction universities.In the investigation,it is found that H University is facing many problems,such as the grass-roots administrative personnel are busy completing various tasks assigned by their superiors,not valued in university,the way to realize oneself is blocked,Analysis shows that the main reasons are lack of work incentives with target management as the core,material incentives that reflect the distribution according to work,and targeted spiritual incentives.On this basis,this research puts forward the goal,principles and methods to implement the innovation of the incentive mechanism for grassroots administrators in the“Double First-Class” construction universities.It also explores four dimensions including establishing fair material incentives,reinforcing scientific spiritual incentives,developing multi-layered honor incentives and designing reasonable work incentives to innovate the incentive mechanism of H University.Taking the perfect incentive mechanism of grassroots administrative staff as the carrier and means,the purpose of innovation is to stimulate the work enthusiasm and potential,promote the work level and ability of grassroots administrative staff,build a first-class administrative management team and escort the high-speed,high-quality development of the "Double First-Class" construction.
