Research On The Procreation Policy In Sichuan Province With The Perspective Of Sustainable Development

Since the notion of "sustainable development" was brought forward by the World Commission on Environment and Development in 1987, and was stated as "satisfying the demand of the contemporaries, without the damage to the offspring", it has attracted extensive attention worldwide with high-rated social recognition. Although the advancing of the notion originally aimed at the growing environment and resource problems, it is of unprecedentedly theoretical depth and application width as a scientific concept of development. And its profound connotation has been gradually developed with further research. Sustainable development is a huge system to coordinate the relationship of human and nature, the contemporaries and the offspring, between human beings, regions, and nations. In the system, for the harmony and balance of its subsystems of population, resource, environment, economy and society, it values "the all-round development of human beings" by constructing a system with "ecological harmony, social justice and economic efficiency", with the orientation of sustainable development of human society. In such a pattern, the subsystem of population, functioned as the basis of the sustainable development system with its distinctive features, becomes the influential basic subsystem for the target achievement of sustainable development system and the dominant key to it. Population with subjective initiative determines its subject status in the sustainable development system. Population procreation policy directly influences the factors of quantity, quality, structure, distribution, etc in the population subsystem by its policy effects, and indirectly the comprehensive, balanced and sustainable development among the subsystems of economy, society, resource, environment, etc.. Therefore, it is a valuable research subject, significant for theoretic research and practical application, to recognize the status and function of population in the sustainable development system, clarify the relationship between population procreation policy and sustainable development system, compose the procreation policy with the perspective of sustainable development, advance the comprehensive, balanced and sustainable development between the population subsystem and the subsystems of economy, society, resource, environment, etc..The procreation policy research in Sichuan with the perspective of sustainable development is a complex subject, involving several disciplines. The research is supported by theories of sustainable development, Marxist population fertility, economic analysis about fertility rate, focuses on the orientation of procreation policy with the perspective of sustainable development, population development status in Sichuan with current procreation policy, harmonious development between Sichuan population and the sustainable development system, designs 5 plans for Sichuan procreation policy with the perspective of sustainable development, comparing and judging the plans one by one, selects the plan that can solve Sichuan population structure problems soon and accord with sustainable development system, proposes a policy system assuring the successful application of the procreation policy with the perspective of sustainable development, and discusses its feasibility.The research includes 6 chapters. The train of thought is from the introduction to basic theories, current status and problem analysis, the design and selection of plans, policy suggestion and feasibility discussion. The part of current status and problem analysis mainly includes the current status of sustainable development in Sichuan population system. The part of plan design and selection compares 5 procreation policies suggested in this research based on the forecast of future population development in Sichuan and selects the best with the judge of comprehensive development in Sichuan. The part of policy suggestion and feasibility discussion sets a safety valve for the procreation policy with the perspective of sustainable development from the aspects policy, system, organization, mechanism, discusses the feasibility of the procreation policy plan with the perspective of sustainable development from the angle of fertility replacement level, population control, legal basis.Chapter One is the introduction part, introducing the research background and topic significance, defining the core category, describing the research framework, main content and research methods, the initiation of the research and its possible shortcomings. Chapter 2 is about the theory basis of the research. In this part, the related sustainable development theory, sustainable development theory, development system theory, sustainable development of the population subsystem theory, population carrying capacity theory, population ecology theory, optimum population theory and demographic transition theory are all expounded. Then, Marxist population reproduction theory, mainly including Marxist repopulation thoughts, four reproduction theories, Marxist humanistic theory and Marxist humane spirit, will be analyzed. Next, some external theories affecting fertility, Leibenstein cost- utility theory, Becker's theory of child quality and quantity of choices, resource scarcity theory are economically analyzed. After the theory analysis, the development of the procreation policy in current China will be judged, with the discussion of its differences and homogeneity. The debate of "whether the requirement of sustainable development be obeyed, whether stability be persisted, whether terms be softened" will be introduced for theory research. The orientation of the procreation policy with the perspective of sustainable development will be put forward and discussed.Chapter 3 is about the current status of Sichuan population with the current procreation policy. It will analyze the change of the current procreation policy in Sichuan, the regions with different policies, and the main content of current policy. Based on the analyzing, it will talk about the current status of Sichuan population from the quality, quantity, structure and distribution of Sichuan population, and reflect the current policy from the angle of current policy and procreation right, law of population development, the man's all-round development.Chapter 4 will do the harmonious analysis of Sichuan population and sustainable development system. After the introduction of the basic framework of sustainable development system, it will analyze the basic theory in the subsystems of population, economy, society, resource and environment, explain the features of sustainable development system and its intrinsic rules to the population subsystem. Under the framework of sustainable development system theory, it will demonstrate the harmonious relationship between Sichuan population and its economy, society, resource and environment, then get the population and environment carrying capacity in Sichuan.Chapter 5 will design and select the procreation policy plan with the perspective of sustainable development. After evaluating and verifying the basic data, the research will deeply analyze the change trend of fertility pattern, fertility level, sex ratio at birth in Sichuan throughout three population census, and construct the mortality model and forecast model in Sichuan, then put forward 5 procreation policy plans to adjust or improve the procreation policy in Sichuan. In the 5 plans, the change trend of future population with the change trends of total population, natural population growth, birth population population age structure, working-age population, population affordability will be quantitatively analyzed. Combining the future trend, the 5 plans will be compared one by one and the best one will be chosen that not only accords with the requirement of sustainable development system, but also helps solve the population structure problems, promotes the sustainable development of Sichuan population with the comprehensive judgment of sustainable development system in Sichuan.Chapter 6 will do the feasibility of the plan suggested. To reduce the negative effect of the plan to the population development in Sichuan, and assure the successful application of the plan suggested in this research, the policy application will be suggested by such a scheme with four points. The first one is by one way, the way of solving population problems as whole. The second one, is to construct two mechanism, interest-oriented mechanism and man-first investment mechanism. The third one is to hold three keys, integrating current procreation policy, controlling multi-child birth, carrying out fertility spacing system. The fourth one is to promote four transitions, the transitions of development ways, the transition from the populated province to strong human capital province, the transition from simply controlling population amount to solving population problems wholly, the transition of working thoughts and methods. The scheme will set a safety valve to the implement of the plan. Then, a feasibility discussion about whether the plan will lead fertility rate break population replacement level, cause the population out of control, have enough legal basis will be done,and the conclusion that the plan suggested in this research is feasible will drawn.
