In this paper, the current China’s fertility policy for the study, since the country since the introduction of family planning, population growth momentum has been effectively suppressed, people’s living standards have been significantly improved, sustainable economic and social development has been effectively guaranteed. At the same time, we should also clearly see that the implementation of more than thirty years of one-child policy has accumulated a lot of drawbacks, such as the problem of loss of independence, tens of millions of bachelor male population implied social security, aging contain only son pension security, labor shortages prospect of economic security, manpower shortage caused such a huge threat to national security, and so on. It’s safe to say that the21st century will be China after facing long-term demographic imbalances. These issues that we need a deep reflection and in-depth study. Experience from abroad, such as Korea have also advocated nuclear family, but now has entered the low fertility trap.30years can be drawn from the implementation of family planning policy, as China’s population structure, economic environment, comprehensive national strength and other factors change, the policy should make the appropriate adjustments to respond to China’s national conditions change. If you miss the timing with the economic development, the residents desire fertility decline further, then further adjustment will be too late. Can21st century stable and sustainable development of China’s economy, a key is whether achieved by the labor-intensive industries to technology-intensive and knowledge-intensive industrial structure changes. Upgrading the industrial structure for the21st century the most important thing to do to prepare is to increase investment in human capital, including education, research and health investments. While strengthening the human capital investment to improve the quality of population is also at this stage of China’s economy needs an upgrade. Quality of the population problem at this stage is the core of China’s population problem. Population, sustainable development is a key to sustainable development of China’s economy.
