Shaanxi Provincial Tourism Economic Effect Evaluation

The important economic function of the tourism is paid attention to by the theory field and tourism industry. After the second world war, the tourism became the main or strategic industry in a lot of countries and regions. At the same time, the tourism is the new model to push the economic development. In the theory field, experts used the effect of the tourism economy to explain the effect caused by the tourism. After the tourists reach the tourism destinations, they buy all kinds of production. This kind of the consume brings the money to the tourism destinations. When these money takes part into the circulation of the national economy, it can produce the direct, the indirect effect and so on. The different expert uses the different way to calculate the series of effects of the tourism economy. Originally, the tourism multiplier and the input-output theory were used to count the effect of the tourism economy. After the TSA appeared, some experts use it to explain the direct effect of the tourism economy. Now, there are some experts who use the national economy accounting to evaluate the tourism adding valuable. So there are different indexes covered. The author reads a lot of documents and find that every way has its superiorities and limits.Here taking for shaanxi province as an example, the author uses TSA, input-output model and the national economy accounting to appraise the effect caused by the tourism. By computing, we can know the result is different when I use the two ways. The reasons to lead to the difference are that the theories and the data of the two ways are different. But the result shows that the direct effect of the tourism economy is very notable. Secondly, the result of the adding valuable of the tourism is also different when I use the input-output model and the national economy accounting. The difference is caused by the tourism statistics. At the same time, all computed results show that the tourism industry is very important to the destinations. Now, we know the adding valuable of the tourism is 9.58 percent of the GDP of shaanxi in 2008. Additionally, we know that the theory basis, supposing conditions, indexes and the statistics basis of these ways are different.At the discussing progress, the author puts forward the concept-the evaluation of the effect of the tourism economy and its contents; analyze that the tourism demand is consistent with the tourism supply; recommend that choosing the angle of the tourism demand evaluate the effect of the tourism economy. The author uses three ways to count the effect of the tourism industry of shaanxi. Then I set up the three grade indexes system. Thirteen indexes consist of the index system. Additionally, the author finds that the I/O-TSA is feasible way to appraise the effect of the tourism economy through the analyzing. Next, I conclude the counting steps of the I/O-TSA. When we use it, we must comply with four supposing conditions. Meanwhile, we have to collect and adjust data. At last, I found that the existing tourism statistics system can not provide the whole data when we count and analyze the effect of the tourism economy. The data from the existing tourism statistics sometimes is vague, incomplete and mutually contradictory. So we should reform it to match the need of the evaluation.
