And since the relation between tourism industry and the other industry is very close, so many countries develop tourism industry as a vital industry.After the reform and opening-up in our country, the tourism industry turned into an industry from accepting the foreigners. After thirty years'development, we got important achievement. The tourism industry has a prosperous future, according to forecast by the world tourism organization, the world tourism income will achieve 1550 billion dollars by 2010.In 2020, China will become the largest country visited by the foreigners, then, it is estimated that 130 million tourist visit china.Jilin Province is full of tourism resource, such as landscape, site of ruins, cultural activities and so on. It is a big advantage for Jilin Province. In 2007,Jilin Province tourism industry develop rapidly, receive 37.58 million tourist person-time, increase 16 percent than last year, and fulfill 35 billion yuan revenue in tourism industry, increase 26.9 percent than last year, equivalent to 6.7% of the province's GDP.Tourism is an emerging industry with the functions of social culture, environment, economic, and so on. Aspect of social culture, the tourism industry is avail to promote people, help the people of all over the world communicate with each other, and promote the protection and development of national culture. Aspect of environment, tourism can make the cultural sites of historic buildings be preserved in tourist destination. The local road and transport infrastructure can be improved, and promote local environmental protection and greening. Aspect of economic, the tourism industry is a low energy consumption and less pollution industry. With the employment effects, foreign exchange effects, revenue effects, the high degree of industrial linkage, the tourism industry obvious can lead and promote a number of other industries.The rapid development of tourism, economic status, the contribution to the economic is obvious. Therefore, scientifically assess the contribution of tourism to the national economy, define the status and role of the tourism in the economic development, it is beneficial to the development of tourism resources, the formulation of tourism policy, and help the tourism coordinated development. However, tourism-related research, in particular, less quantitative research, such as how the tourism industry has created a number of local income and employment opportunities, contribute to the national economy, relationship with other industries, and so on. Therefore, studying the economic effects of tourism on the local economic development in Jilin Province is of great significance. In this paper, the results of research for the development of tourism economy, will benefit the relevant departments to develop the principles and policies of development of the tourism industry and it has a certain theoretical and practical significance.In this paper, through a systematic use of relevant economic theory, the use of qualitative and quantitative research methods, we explore the development of Jilin Province tourism.Chapter 1 is an exordium, first of all, an overview of world tourism, China tourism, Jilin Province tourism. and then introduced the study of domestic and abroad on the situation of the tourism industry, and finally the contents of this article, methods and structure.Chapter 2 is an introduction of the related theory on the tourism economic effects, including multiplier theory and input-output theory. According to Keynes multiplier theory, Archer proposed the theory of tourism multipliers. Apart from the use of tourism multiplier, Input-output model is another tool for analysis of associated industries in the system of national economic.Chapter 3 presents an overview of the rich tourism resources in Jilin Province. And the dynamic characteristics of the Jilin Province tourism industry are described by Number of Overseas Visitor Arrivals, Foreign Exchange Earnings from International Tourism ,Number of Domestic Visitors, Earnings from Domestic Tourism, Domestic Tourism Per Capita Expenditure a series of indicators for outputting the chart. Then, compare the Jilin Province tourism with the Liaoning Province and Heilongjiang Province which has a similar history, location and environment, so the readers will have a clear understanding of the development of the tourism industry.Chapter 4 through the econometric regression analysis to quantify the total income of tourism industry in Jilin Province to Jilin Province GDP.
