Urbanization is an inevitable trend of the social development and is also one of the most important issues for economic development in China since the reform and opening up. Since urbanization is closely related to industrial development, therefore, for a period of time to come, how to promote a coordinated development between rural and urban areas in the interactive development of urbanization and industry has become an inevitable requirement for the social and economic development in China. Currently, urbanization in Xinjiang being at the initial stage of development, there are such problems as weak industrial basis, restraint upon the beneficial development etc. Accelerating urbanization plays a particularly significant role in promoting coordination development and realization of initiating rural areas by urban areas, of improving agriculture by industry, stabilization of frontiers.The prerequisite of realizing urbanization is based on and supported by industrial development. This paper, from the perspective of the coordinated development, studies and discusses the internal relevancy among the three, the fundamental law of their changes and the contribution of urbanization and industrial structure to the economic growth, explores the evolutionary effects of interactions and changes among three industries upon the dynamic system of urbanization in Xinjiang, the selection of dominant industry and regional distribution, and explores the target model of urbanization and industrial support system with regional characteristics in Xinjiang.The main conclusion of the thesis is as follows:First, urbanization is the product of industrial evolution and its development can promote the upgrading and optimization of industrial structure. In the process of urbanization in Xinjiang, according to the logic of historical development, it is the realistic option for urbanization development in Xinjiang to explore the main motive and features of urbanization development in different regions and to adopt differential regional industrial development path and urbanization pattern for different regions.Secondly, there is a great regional disparity in the co-development, which is highly related to urbanization, in the local regions where the correlation between rural and urban areas and urbanization are both relatively high, therefore, the overall economic development and the integration of rural and urban areas is better; and a totally differently result is found in the local regions where the correlation between rural and urban areas and urbanization are both relatively low, and what's more, where the infrastructure construction lags behind, productivity is relatively low and city development is still at the initial stage of urbanization.Thirdly, regional urbanization distribution in Xinjiang shows different stages, with a gradual southward and westward reduction. Except for the south areas in South Xinjiang at the initial stage of urbanization, most areas are at the development one, such as Tianshan North Slope areas, which almost fit the index of maturity stage. It also probes into the features of different stages of industrialization and urbanization in Xinjiang, and shows that in recent five years, industrialization has been growing relatively rapidly, surpassing urbanization in 2006 for the first time, its stimulus upon urbanization beginning to strengthen, proving the historical truth that industrialization is the root driving force of urbanization. The empirical analysis shows that there is an interaction between economic growth and urbanization in Xinjiang. There is a strong positive relationship between urbanization and economic development, indicating that improving urbanization has obvious influence on economic growth, especially on economically backward areas such as South Xinjiang. Besides, improving urbanization can help to promote the development of non-agricultural industry and upgrading of overall industrial structure in Xinjiang, with urbanization acting as the engine of economic growth.Fourthly, empirical evidence suggests that there is a stable long-term equilibrium between industrial structure and economic growth, indicating that upgrading of industrial structure impacts economic growth significantly, that the core of economic development is that of non-agricultural industry and upgrading of industrial structure and that the basic driving force to promote the economic development in Xjinjiang lies in industrialization. The trend of industrial development is promising, but industrial correlation is not high, the correlation of mining industry and manufacturing industry as the dominant industries has reduced respectively, but not at the same degree, and that of overall industry is not powerful enough; the correlation of tertiary industry is relatively weak. Generally, industrial support of urbanization is not adequate, motive mechanism not sound, and the system of a closely related, interacting and mutually beneficial pattern of industrial development and a sustainable motive mechanism among different motives not formed yet. The main causes lie in excessive reliance upon heavy chemical industry in the industrialization, which does not play a significant role in urbanization; in tertiary industry not exerting its corresponding role of promotion, particularly in lagged producer service industry, which could not form an interacting mechanism with other industries in internal driving force. In employment, the deviation of employment structure away from production structure has become larger and larger, resulting in lack of corresponding improvement of urbanization which follows the quickening growth of industrialization.Fifthly, the essence of fostering industrial support system of urbanization in Xinjiang is to establish the regional economic system which, based on dominant industries, focuses on dominant industries and coordinates complementary industries. This paper, from such different aspects as comparative advantage coefficient, industrial development potential, industrial labor intensity, and so on, analyzes and selects the dominant industries and the backbone ones, and finally proposes such relevant industries to be them as Extraction and Processing of Petroleum, Coal Industry, Smelting of Metals, Manufacture of Textile, Manufacture of Foods, Processing of Food from Agricultural Products, Manufacture of Equipment etc. These industries need to be strengthened in solving the bottleneck of scale economy, enhancing industrial relevancy, extending industrial chain, releasing industrial potential etc.Sixthly, the whole Xinjiang being divided into five economic regions, regional industrial distribution of urbanization in Xinjiang is proposed, so is the basic framework on the guide for location of dominant industries in each region and on the establishment of a reasonable industrial structure within each region. It proposes the basic logic of promoting the coordinated development among industrialization, urbanization and agriculture modernization, realizing the reasonable scale and distribution of urbanization and the diversified development; the breakthrough lies in the establishment of several big cities and regional center cities in both South and North Xinjiang respectively and the enhancement of the adjustment reform of administrative regions; the promotion of the development initiation of tertiary industry based on the deepening market reform; and it also advances the strategic goals and countermeasures to the development of urbanization in different regions in Xinjiang based on the coordinated development between the rural and urban areas; and the basic path of establishing the regional industrial support system to promote the urbanization of Xinjiang.
