A Study On The Coordinated Development Of Urban And Rural Areas In The Soviet Area Under The Background Of New Urbanization

With the acceleration of China’s urbanization, urban-rural relations are at a critical transition period. In the background of which the urban-rural gap widened significantly, urban and rural development issues have become an issue of great concern by the whole society. In recent years, government and academia concerned the issue more urgent. Because rural integration is conducive to the optimal allocation of resources in urban and rural areas, maintaining social stability and harmonious development, improving the efficiency and quality of economic operation of urbanization, accelerating the process of socialist modernization.During the 12th five year plan, Jiangsu Province experience a period where economic and social development in full speed, a well-off society and comprehensively promote the opportunity, but also a critical period of the new strategy to promote urbanization, Jiangsu Province has also ushered a new era in the coordinated development of urban and rural. The purpose of this study is to analyze the changing trends on rural integration in the middle of Jiangsu Province in the context of the new urbanization, to identify the problems which influence the coordinated development of urban and rural areas, to clear the rural and proposed the sound policy recommendations for the rural integration route in the middle of Jiangsu Province. In order to promote the coordinated development of urban and rural areas, improve the quality of urbanization, and ultimately the urban-rural integration.In this paper, the author evaluate index system of coordinated development of urban and rural areas, and use the principal component analysis method to calculate the value of coordination between urban and rural areas in the middle of Jiangsu Province in 2006-2013, through dynamic evaluating the coordinated development of urban and rural areas of the middle of Jiangsu Province, it is found that the relationship between urban and rural areas gradually improved, but there are still differences between three cities in the middle of Jiangsu Province. The evaluation results show that the three cities on rural integration ranking is as follows:First, Nantong, Yangzhou, second, third Taizhou. Which Nantong new urbanization factor, space factor and population factors promote the coordinated development of urban and rural areas in Nantong City, but social factors and environmental factors hindered its coordinating urban and rural development; Yangzhou new urbanization factors, social factors contributed to its coordinated development of urban and rural but the space factor, population factors and environmental factors hindered its coordinated development of urban and rural; Taizhou new urbanization factors contributed to its coordinated development of urban and rural, and the remaining factors are varying degrees hindered its coordinated development of urban and rural.To realize the coordinated development of urban and rural in the middle of Jiangsu Province, this paper proposed the following measures from reality:to play the role of government to create a harmonious development of the environment and rural; optimize the industrial structure, promote economic development in urban and rural areas; people-oriented, to enhance the level of urbanization and quality; narrow the gap between urban and rural areas, forming a pattern of urban-rural integration.
