China has huge population, especially rural population.China’s rural populationwill shift to urban population and it not only affects the development of Chinesemodernization and the improvement of people’s living standard,but also affects theprocess of the development of human society. And the process itself includes the levelof urbanization and new rural construction.Due to long-term"agriculture promotingindustry" policy,conservative thoughts and the system obstacles at present,the gapbetween China’s urban and rural areas becomes huger and huger.China is stillconfronted with problems as low efficiency of agricultural production,slowdevelopment of rural area and low income of farmers.At the same time, thedevelopment of urbanization is rapid and the urbanization rate has reached52.57%.Population expansion makes urban residents suffer from "city disease" as trafficcongestion, environmental pollution and unemployment.The expansion of urban-ruralincome gap has caused a series of social contradictions.The transformation of ruralsurplus labor to urban area still faces obstacles.Based on these issues,this research emphasizes that we should be aware of thenecessity of coordinated development of urban and rural areas and explore themechanism that can promote the coordinated development.Only in this way can weremit both"urban disease" and "rural disease" and make the urban and rural areas as awhole. And this article can be separated into five parts.The first part summarizes the domestic and overseas reviews on urbanization,new rural construction and the relationship of them.By collecting the representativereviews, this part makes the theoretically foundation of this research.The second part describes the special history of our urban-rural relationship andby learning the lessons and experiences given by South Korea,Brazil and the USA,this part analyses the principles and mechanism in the urban-rural relationship andexplain the necessity of coordinated development of urbanization and new ruralconstruction.Principles and mechanism mainly manifest in the linkage of the three big industries.As a matter of fact, by the linkage between industry and agriculture.Coordinated development between rural and urban areas can be achieved under theguidance of the reasonable policies.As a result economic system reform is imperative.The third part lists the government’s policies during the past60years that aimedat urbanization and new rural construction to show that more and more attention arebeen paid to the coordinated development between the two.Nation’s repeatedlyemphases on new-typed urbanization and new rural construction show the importanceof the integration of urban and rural areas.This part also shows the achievements ofurbanization and new rural construction, including the improved level and the qualityof urbanization and the emergence of new rural models. Except these achievements,there are also problems such as the negative effects that the urban exerted on the ruralarea.Also the low income of the farmers restricts the farmers’ demand and thepurchasing market and urbanization will be restricted as a consequence.The fourth part points out the obstacles that restrict the coordination of the urbanand rural areas. They are the backward concepts that help tie the farmers to their landfirmly, the unreasonable system of the household register and land use.Also the urbanarea and rural area both have their own problems at present. And the unreasonablesystem will be focused on to study.The fifth part of this research analyses how to overcome these obstaclesmentioned above and proposed measures for the coordinated development ofurbanization and new rural construction.The measures include how to move on newrural construction by the development of urbanization, how to boost the urbanizationlevel by new rural construction and how to coordinate the urban and rural areas.Asbelow are the specific measures.From the rural area’s perspective,the centralgovernment should better the plans of the construction of the cities and villages inorder to allocate resources between the urban and rural areas. More small cities aresuggested because they can drive the rural development more easily by transferringindustries and sharing infrastructure with the villages.Better infrastructure should bebuilt in the cities in order to be shared with villages.At present, the industry shouldfeed the agriculture. From the rural area’s perspective, the government must help it to develop more kinds of industries in rural areas in order to promote industrialization ofagriculture.The land policy system should be reformed to drive the scale productionof agriculture.We also need to build better infrastructure in rural areas in order toimprove the life of the farmers.By training the farmers, their quality and skills can beimproved.It can promote both the agriculture and industry.From the whole nation’sperspective,the government should handle the relationship of the urbanization andnew rural construction,and the make sure the factors can flow between the city andvillage smoothly and equally. Also the household register policy need to be changedin order to build united social security system. Only in this way can we coordinate thedevelopment of the urbanization and new rural construction and make the urban andrural areas as a whole.
