S&T parks have been the epitome of regional competition advantage in knowledge economy age. Now, China is implementing deeply scientific outlook on development, accelerating transformation of the mode of economic development and the new path of industrialization. Heilongjiang Province is promoting the innovative region, eight big economic zones and ten big projects. All above call higher strategic requests on the sustainable development of S&T parks in Heilongjiang Province. Therefore, S&T parks in Heilongjiang Province need a strategy plan to support effectively its development in the future strategic period.This paper defines concept of S&T parks, classifies S&T parks two types based on main occupation of them. Knowledge-creative parks mostly include university science parks; industry-developing parks mostly include high and new technology industrial development zones and industrial bases. This paper confirms functions of S&T parks. Then this paper analysis regional S&T parks system based complex system theory, including definition, characteristics and development mechanism of the system.This paper compares the development modes of Slilicon Valley, Cambridge Scinence Park and Hsinchu Science and Industry Park in the world, compares the development modes of Zhongguancun Science Park, Zhangjiang high and new technology industrial development zone, and Shenzhen high and new technology industrial development zone in China. Then, this paper relveals four development trends of S&T parks, those are spatial diffusion trend of S&T parks layout, knowledge creation trend of S&T parks occupation, specialize agglomeration of S&T parks industry, and multi-lateral cooperation trend of S&T parks operation.This paper analyses generally international and civil external environment of S&T parks in Heilongjiang Province. This paper constructs evalution index system and evalution modle of coordinated development between S&T parks and region economic based on interaction mechanism of them. It reveals that staticaze coordinated coefficient between them in Heilongjiang Province is basic discordant in 2008, and dynamic cooperation coefficient between them is coordination from 2004 to 2008. This paper constructs evolution route of regional S&T parks industial spatial structure based on its life cycle. It reveals that the industial spatial structure of S&T parks in Heilongjiang Province is a point-axis structure and exits structural imbalances seriously. This paper reveals the deviation condition of S&T parks in Heilongjiang Province based on comparing inernal environment with typical S&T parks in China. Then this paper puts forward an overall strategic conceiption from reductive strategy to expansive strategy in the future period, including three strategy stages and four strategic directions based on swot matrix analysis. This paper confirms strategy positioning of S&T parks in Heilongjiang Province in the twelfth five-year plan period, including strategic thought, fundamental principles, and strategic objectives.Based on locational factor of S&T parks, this paper constructs evaluation index system and evaluation model of developing S&T parks suitability in a city, and then classifies S&T parks industrial space in Heilongjiang Province into four functional areas, those are priority development area, suboptimal development area, limited development area and forbidden development area. This paper separately arranges advanced manufacturing industry belt and new material industry belt on the west part and east part in Heilongjiang Province in order to form a T structure, arranges three knowledge-creative compact districts in Harbin, Daqing and Jiamusi in order to form a triangle structure, and arranges five industry-developing compact districts in Harbin, Daqing, Qiqihaer, Mudanjiang and Jiamusi. Based on analysis of the concept, types and agglomeration essential of high-tech industry chain, this paper designs vertical aggregation modes of single-core and multie-core for industry-developing parks, and lateral aggregation mode for knowledge-creative parks. Then provide conditions of agglomeration modes and emphasizes of two types of S&T parks.Based on definition of collaborative innovation, this paper constructs collaborative innovation routes of S&T parks, including industry-university cooperative innovation, industry technology alliance and innovation posthouse routes, and then provides some measures of collaborative innovation of S&T parks in Heilongjiang Province. Based on industry ecology system, interaction mechanism between circular economy and industry agglomeration, this paper constructs ecological modes of S&T parks, and provides some measures of industry ecology of S&T parks in Heilongjiang Province. Based on relationship between global value chain and industry upgrade, this paper constructs internationalization routes of S&T parks, and provides some measures of internationalization of S&T parks in Heilongjiang Province. Based on definition of information platform of S&T parks,this paper constructs structure of S&T parks, and provides some measures of informationzation of S&T parks in Heilongjiang Province.This paper constructs government supporting system for S&T parks development from management, policies and innovation environment. This paper provides a whole strategy plan on sustainable development of S&T parks in Heilongjiang Province in the future strategy period. The results deepen and enrich strategy management theory of S&T parks in theory; provide scientific bases for macro guidance, standardized administration and policies supporting of S&T parks in Heilongjiang Province in practice; and provide some useful references for the scientific development of S&T parks to related provinces.
