Study On The National Unified Conversion Of Cultivated Land Requisition-Compensation Balance

It has been an important question that paying more attention to quantitative control than quality control in cultivated land protection for a long time. The policy of supplementary quantity and quality of cultivated lands converted by grade was proposed by our country to prevent the occupied cultivated land to be made up balanced with few or superiorly poorly in the implementation of cultivated land requisition-compensation balance, which would be deepened and continued by the research on the national unified grade conversion of cultivated land requisition-compensation balance.Methods include documentation, game analysis method, comparative analysis, scenario analysis were employed to study the reason of building the mechanism of the new policy ,the calculation method of grade conversion coefficients and the policy design on supplementary quantity and quality of cultivated lands converted by grade. The main conclusion was as follows:(1)After synthetically evaluation and analysis on the policy of cultivated land requisition compensation balance ,the paper draw a conclusion that the policy was a basic system which must be insisted for a long time to realize the strict cultivated land protection. The mechanism of it must be innovated to evade the risk in the system execution .(2)Working-out the national unified grade conversion coefficients of cultivated land requisition-compensation balance, which was calculated with the 15 grades pubished by the Ministry of Land and Resources and the corresponding standard grain yield. Making up the region coordinate scheme among the country important engineering construction project, the land improvement important project as well as the provinces which lack extremely the cultivated land reserve resources and conducting the empirical study. The example indicates that: the policy of the national unified grade conversion of cultivated land requisition-compensation balance is scientific and exercisable.(3) The thesis predicted three kind of development's scenes including the conservative result, the intermediate result and the optimum result with the scene analytic method, and proposed the corresponding strategy to under the different scene.(4) The paper carried on the policy design to implement the national unified grade conversion of cultivated land requisition-compensation balance. The core policy was proposed that the legal status of the grade conversion should be established . The auxiliary implementation was designed from the technical stratification plane and the government regulation stratification plane to carry on the system. The compensation policy was constructed to maintain the society interest relations being balance by estabishing benefit compensation mechanism for the harmed local government. The coordinated policy was proposed to harmonize the different policy contradiction and the conflict among the different department by making up the responsibility, authority and benefits during the policy implement to ensure the most effective implementation.
