As the developing of industrialization and urbanization, the contradictions between cultivated land and human are becoming increasingly acute and the pressure of demand for grain increases, which force us pay more attention to China's limited arable land resources. The system of the balance of the construction land and the compensation of the arable land is proposed in such a situation. To implement the system is of great significance in ensuring not to reduce the total amount of cultivated land, the rational utilization of land resources, protecting the economic and social development, safeguarding national food security and social stability.Based on the dates from land-use change survey and Agricultural Land ,Classification, the paper analyses the quantity, quality, spatial and temporal changes of cultivated land resources, the current situation of the balance of the construction land and the compensation of the arable land, predicts the balance tendency in China between the situations quantity balance and quantity and quality of cultivated land balance, puts forward some suggestions, one that would suit the current situation in China. Finally, take the middle route of south- north water transfer project as an example, I will initially take shape the conversion coefficient to convert the quantity of compensation of the arable land, which can compare throughout China. It not only achieves the coordination of the national land resources, but provides technical support to determine the cultivated land in which provinces (cities) can be complemented by the others, which provinces (cities) can adjust to complementary land area.Research shows that: (1) the cultivated land in China spells out these features: total lack, overall quality low, pre-cultivated land not enough. Since the 1980s, the cultivated land in China is incessant shrinkage, the fastest time is 1985 and 2002-2003, the fastest area is in Beijing, Shanxi, Gansu, Inner Mongolia; (2) After 2006, the main reason for reduction of arable land becomes occupation by construction, the compensation of the arable land is most of develop land, which is the opposite of the complementary arable land potential; from the region's angle, the compensation in the Northwest is mainly from developing; the eastern is mainly from land consolidation and reclamation; (3) On the whole the number of the compensation of cultivated land is more than the occupation by construction, but the situation in the provinces differences, and the balance in the quality of the implementation needs more times; (4) According to the prediction that the ability of implement the balance is differences in the provinces: the northwest and northeast areas suffer relatively less stress, because there are a abundant of reserve resources and economic growth is slower; the eastern regions can only maintain years of dynamic balance through the land reclamation, due to construction land occupied in large quantities; the southwest have great pressure due to restrictions and the shortage of reserve resources; (5) In the present conditions, the effective approach of adjust the complemented cultivated land in regions is to establish the inter-provincial comparable conversion coefficient.
