The Study On The Problems Of Agricultural Cooperation Between Northeast China And The Far East Of Russia

Northeast China is the largest Chinese commodity grain base and the important grain producing area.Its agricultural production is in the forefront of the country.In order to further promote the development of agriculture in Northeast China,Northeast China has implemented the strategy of "going out" to encourage enterprises,institutions,organizations and individuals to develop overseas agriculture in the neighboring countries to be developed.The Far East of Russia and China linked mountains and rivers in Northeast China,they are Sino Russian border areas.The Far East of Russia is the federal district which has the most abundant natural resources and the least populated in the Russian Federation.Russia is actively developing the agricultural economy in the Far East,and is eager to attract other countries to invest in the Far East of Russia through rich natural resources.The agricultural cooperation between Northeast China and the Far East of Russia is mutually beneficial and win.It can contribute to the development of the two regions.It can achieve the revitalization of northeast old industrial base and the Far East development strategy.Meanwhile,the agricultural cooperation between the two regions leads the development of Sino Russian agricultural cooperation.It is significant to promote agricultural cooperation in other regions of China and Russia.It is significant to promote the comprehensive development of cooperation between the two countries.The past,present and future of agricultural cooperation between Northeast China and the Far East of Russia are analyzed and comprehensive planning,then people can have further understanding of agricultural cooperation in two areas and have a clear direction of development of agricultural cooperation in two areas.So this paper can put forward the feasible suggestions for agricultural cooperation.Based on the theory of international economic cooperation,regional economic cooperation and agricultural cooperation,this paper analyzed the realistic basis of agricultural cooperation between Northeast China and the Far East of Russia.The agricultural cooperation between Northeast China and the Far East of Russia include agricultural production cooperation,agricultural labor cooperation,agricultural scientific research cooperation and agricultural trade cooperation in four aspects.From the four aspects,a comprehensive method by combining normative analysis and empirical analysis systematically analyzes the present situation of agricultural cooperation between Northeast China and the Far East of Russia.Standing in Northeast China and the Far East,and even the whole China and Russia's development angle,this paper analyzed the economic effect,social effect and ecological effect of agricultural cooperation in Northeast China and the Far East of Russia.The total cooperation problems and specific problems which have been shown on the four aspects are summarized.Based on the previous chapters,the main influencing factors were analyzed with the Analytic Hierarchy Process.So that agricultural cooperation between Northeast China and the Far East of Russia can be understand more systematically.Finally,the paper puts forward some countermeasures to expand and deepen agricultural cooperation between Northeast China and the Far East of Russia.The conclusions are as follows:The government should play a guiding role and work out perfect fiscal policy,monetary policy and tax policy for agricultural cooperation.They should strengthen supervision,management and communication to ensure the long-term and stable development of agricultural cooperation in the two regions;to promote the upgrading of agricultural cooperative transformation,Northeast China and the Far East of Russia should change the direction of the current agricultural production,improve the level of cooperation in agricultural technology and improve the level of agricultural products trade cooperation.What's more,they should promote the development of green agricultural products,deep-processing agricultural products and characteristic agricultural products;while expanding the quantity of labor services export to Russia,China should improve the quality of labor services export to Russia.
