Xinjiang has a prodigious advantage to develop geographical indications (GIs) agricultural product by right of particular geographical environment and climate condition. However, there is a poor mechanism in quality supervising, executing the law inadequately and nonstandard management to GIs holders. So a great deal of tortuous and counterfeit phenomena appeared, which not only did disturb the market order, but also damage producers and consumers'legal rights and interests. It requires the government be charged with the responsibility on supervising and management. That the government supervises on production and consumption has a big function and significance to the extending and application of GIs protection system, agricultural product's production and circulation, even more, the orientation and development of whole characteristic industry and increasing farmer's income.The dissertation combining with the development of GIs agricultural product, summarizes the documents: the management, behaviors of producers and consumers of GIs agricultural product. Following the logic route of"demand-motivation-behavior-effect-management", it sets up analysis frame in theory and empiricism. Taking Xinjiang GIs agricultural products-Akesu apple and Kuerle fragrant pear as examples, it analysis on the input & output of producers, the behavior of quality control, the cognize and purchase of consumers, as well as the producers and consumers'response to supervising policy currently. At last, some suggestions are given to manage to provide government with proof.The thesis's contents and frames are following:The first part is pandect, which consist of the first two chapters. This part summarizes and makes comment on the up to date documents of GIs agricultural product, then reveal the internal logic and action mechanism among the input & output of producers, the behavior of quality control, the cognize and purchase behaviors of consumers, and the implement of supervising policy.The second part includes chapter three and chapter four. This part reviews the development of GIs protection and summarizes general situation, then analysis on the management's status in quo and existent problems of GIs agricultural product at present.The third part consists of chapter five, chapter six and chapter seven. Based on survey data, it studies on the input & output of producers, the behavior of quality control, the cognize and purchase of consumers in descriptive statistic and computation. First, it analysis on compose to every input factors and the impact on the output of Akesu apple and Kuerle fragrant pear in order to get clear about the benefits of GIs agricultural product. Second, using empirical method to analyze and get the idea of the main factors and its acting aspect, magnitude influencing on the quality control behavior and third, as well as the main factors influencing on the cognize and purchase behaviors of consumers. The forth part is chapter eight-case study. Taking Akesu Hongqipo farm"rock candy heart"as research object, based on the survey materials and data of producer and consumer, this chapter analysis on the input & output of producers, the behavior of quality control, the cognize and purchase of consumers, as well as the producers and consumers'response to supervising policy.The last part is chapter nine: the over idea and policy inspires. The main conclusions include the general situation of GIs agricultural product, the input & output of products, factors influencing on the behaviors of quality control and purchase, as well as the policy effect of quality supervising and management. In the end, some suggests are given out.
