Study On Supply Mechanism Of The Basic Rural Public Goods Of Xinjiang

The comprehensive development of rural society & economy and the increase of peasant income or the inprovment of condition about production and life in rural people are more depending on effective supply mechanism of rural public product.Whereas as a west minority autonomous region in the border area, because of the various historical and actual factors, agricultural production and peasant life of Xinjiang countryside depends on the basic public product which are about basic construction and the people's livelihood high degree in long term . However, in a long period of time, the local authority can't afford the supply of the rural public product enough. And because of the oasis structure of Xinjiang, the construction of country needs more cost and its effort is in low efficiency. Furthermore, the supply mechanism of the basic rural public goods of Xinjiang has its disadvantages. Therefore, the factors mentioned above conduct some problem as follows, the supply of basic rural public product in Xinjiang is under a high demand, the efficiency of supply is under a low status, the supply structure is under a unbalance status, and the contradict between supply and demand is obvious.Under the background of equalization of basic public service in city and countryside, based on the research of domestic and foreign about supply and demand of rural public product.this paper applies the related theories of west economics, institution economics and theories of supply of public product, and synthetically uses the documentary measures and empirical analysis, this paper analyzed the supply mechanism of rural public product in Xinjiang completely and objectively,found the problems and gave the effective measures to bring forth new ideas to perfect this supply mechanism of rural public product by the methods of qualitative analysis and quantificational analysis, the microscopically analysis and microcosmic analysis.The main content of this paper is as follows: (1) Firstly ,we scientifically defined the research content of basic public product which is adapt to Xinjiang area .(2)And then we started this paper with the research of supply & demand mechanism about rural basic public product in Xinjiang which covered various period from 1949, and grasped the actuality and performance of supply mechanism of rural public product in Xinjiang form the tax-free reform completely and objectively, which included the situation of subject of rural public goods suppley,the procedures of strategic decision about rural public goods supply,the way of financing about rural public goods suppley and so on.Finally, we found out the problem which existed in the operation of supply mechanism of rural public product in Xinjiang. (3) By the way of visiting departments of government, discussing cases and researching special town & county as samples, Combined with the first hand data of China 2nd general agriculture investigation, we deeply studied the supply & demand of rural basic public product which is under the current supply mechanism., and then we found the institutional problems which conduced to imbalance of the supply & demand of rural public product in Xinjiang. (4) Based on these, referenced the research of domestic & foreign rural public product supply & demand, this paper considered that it is important to innovate and improve the supply mechanism of rural public product in Xinjiang, and then it gave some political suggestions and operable measurements, which is in order to improve the conditions of agricultural production and peasant life of Xinjiang countryside, and to push the new rural reconstruction of socialism. Above all the research, we wanted to achieve the purpose that we can do something to seek stay point to construct the effective supplication of rural public products and in Xinjiang, to diminish the rich & poor difference between the city and countryside, and to achieve the coordinate development of rural economy and society.
