Research On Independent Innovation Of State-owned Enterprises From The Perspective Of National Innovation System

The world today is undergoing extensive and profound changes, and contemporary China is going through a wide-ranging and deep-going transformation. Nowadays, China has entered a new historical stage that must transform the economic development pattern and carry out economic restructuring in order to achieve sustainable development. It is an urgent need to put the independent innovation in a more prominent position. The contribution rate of scientific and technological progress on economic growth should have a substantial increase, so the independent innovation as the inner motivation for promoting sound and rapid eco-social development. As the important pillar of the economy and industry leader in our country, state-owned enterprises should play leading and driving role in transforming the economic development pattern and making China an innovative nation. But throughout the development of state-owned enterprises these years, it is still lack of overall innovation ability, and weak competitiveness. Besides, many places existed that do not adapt the requirements of the eco-social development in China. Independent innovation of state-owned enterprises plays an important role in not only its own survival and development, but also improving the overall capacity of independent innovation in China. Therefore, it is a major practical issue to be studied that how to establish and strengthen the dominant position of the state-owned enterprises in independent innovation, and enhance its capacity for independent innovation.In the basis of system carding on the independent innovation theory, a phenomenon was founded that domestic scholars tended to study the independent innovation of state-owned enterprises from the microscopic point, and are mainly concentrated on their own construction, and rarely analyzed from the point of view of the national innovation system. In practice, the comprehensiveness and complexity of modern technology, the tend of science and technology, economic globalization have also decided that the companies can not be self sealing, but rather through cooperation innovation, open innovation, formatting the innovation network system, reducing R&D risks and the cost of innovation, and to improve the benefits of innovation. Along with the construction of a national innovation system, state-owned enterprises, as the main body of the national independent innovation, need to assume a more important task to play a more significant role. Meanwhile, from the level of nation, system and efficiency, the national innovation system determines the development of independent innovation of state-owned enterprises, and constitutes the external institutional framework of independent innovation of state-owned enterprises. Therefore, it has a strong theoretical meaning that the paper does the study in-depth on the independent innovation of state-owned enterprises from the perspective of national innovation system.The article collected a large amount of relevant information and detailed analysis and demonstration through the basic method of the normative analysis, empirical analysis, case analysis etc. First of all, at home and abroad innovation theory, constructed a state-owned enterprise independent innovation theory framework under the national innovation system perspective. It clarified the national innovation system and state-owned enterprises independent innovation theory, and analyzed the dominant position of enterprises in the national innovation system from the three perspectives of theory, history and reality. And from a macro and micro perspective, it defined the scientific connotation of independent innovation and the basic characteristics of independent innovation of enterprises. It had a further study of the inherent correlation between the national innovation system and state-owned enterprises independent innovation. It also demonstrated the mechanism of the independent innovation power of the state-owned enterprises under this system, focusing on analysis of the unique status and role of these enterprises in the national innovation system, and from both internal and external aspects to obtain a refined correlation analysis of several important factors which affect the independent innovation with the purpose of providing a theoretical basis for the close cooperation between the state-owned enterprises and departments of the national innovation system. Secondly, it had an empirical analysis of the status of independent innovation of state-owned enterprises with the relevant government policies and regulations, in order to find common problems prevalent in the innovation process of these enterprises. And from the point of view of the national innovation system, it attributed the shortage of the capability of independent innovation of state-owned enterprises to the following three aspects:the dominant position of enterprise technology innovation is not yet fully established; the combination of technological innovation system is not perfect; and the social environment of the support to innovation is not yet mature. These made the research of the problem of the state-owned enterprises independent innovation more targeted. Finally, this article put forward the strategic thinking of the state-owned enterprises independent innovation based on the national innovation system. With particular emphasis on the importance of the concept of scientific innovation for the independent innovation of state-owned enterprises, it proposed four basic concepts that should be highlighted, the concept of innovative drive, and the concept of collaborative innovation, the concept of continuous innovation and the legislation first philosophy. We should adhere to the basic principle of "four combinations":the combination of technological innovation and industrial restructuring and upgrading, the combination of technological innovation and institutional innovation, the combination of breakthroughs in key areas and the enhance overall and the combination of market-orient and government support. On this basis, from the point of view of the national innovation system, it proposed an elementary path that could be chosen for the state-owned enterprises independent innovation, as well as the further definition for the future direction of the development of the innovation mentioned.This paper focuses on three specific realizing method of independent innovation of state-owned enterprises. Firstly, it is the basic preconditions for independent innovation to strengthen the dominant position of the state-owned enterprises in technological innovation, so that it can truly become the decision-making body, the main input, stakeholders, and risk subject of technological innovation. We should further clarify the relationship between the principal position of market and innovation. This helps to find the aim of the research and emphases for speeding up institution mechanism innovation of state-owned enterprises and bases on solve the underpowered problem of independent innovation of state-owned enterprises. The paper discussed how to accelerate the independent research and capacity construction of the state-owned enterprises. Solving the problem of weak abilities in independent innovation is the key point. The paper emphasizes the cultural soft power on the importance of independent innovation of state-owned enterprises. Besides, the paper did the job that combined the requirements of the building of enterprise culture and development and prosperity of socialist culture, from the perspective of the construction of advanced socialist culture, to enhance the national cultural soft power, solving enterprise independent innovation atmosphere and environmental issues. Secondly, it is the crucial link that establishing the technological innovation system that the enterprises as the mainstay, market-oriented, and production-study-research cooperation, for the achievement of the enterprise independent innovation and the improvement of the state innovation system. The study further clarified the dominant position and leading role of state-owned enterprises in the production-study-research cooperation, and it helps state-owned enterprises to take full advantage of innovative inspiration in the national innovation system to improve the capability of independent innovation. The paper pointed out that we should integrate all advantages of resources to promote production-study-research cooperation to a higher level, deeper areas of development, and we must focus on the long-term research in the form of exploration and practice. Utilizing examples analysis, the paper discussed three main ways of promoting production-study-research cooperation in state-owned enterprises, including project cooperation, R&D entities’ construction, the formation of the industrial technology innovation alliance. The paper also discussed that the government should play the positive role for further improvement of the policy environment. We must actively cultivate the science and technology intermediary institutions, and strengthen the construction of social and web-based science and technology intermediary service system. At the same time, we should also establish a system of financial support for production-study-research cooperation. Combined with the state-owned enterprise’s reality, some perfect measures are put forward, including pay attention to policy bank’s guidance, increase credit input for commercial banks, broaden diversified financing channels. Thirdly, the paper highlights an important supporting role of the social and ecological environment on independent innovation of enterprises. The paper puts forward that create better innovative ecological environment is the important safeguard of independent innovation of enterprises. It focuses on discussing the construction of policy environment, legal environment and cultural environment, and puts forward a series of measures. Optimizing the institutional environment and policy system is a good way to provide institutional guarantees for independent innovation activities. The article mainly talks about two aspects, deepening the reform of the management system of science and technology and optimizing incentive policy needs included. On the basis of learning from international experience, the article highlights the role of government procurement policy in encouraging independent innovation, and puts forward the specific measures and means to improve the government procurement to support innovation, to provide reference for government formulated encouraging and sustaining policies. We should optimize the relevant laws and regulations, providing legal support for independent innovation activities. We should emphasize the importance of the protection of intellectual property rights to mobilizing the enthusiasm of enterprise independent innovation and making China an innovative country. The paper also analyzes the two focal points that create independent innovation culture and human environment, which is created a long-lasting and deep-rooted culture of innovation in the whole society, and created a spiritual and cultural atmosphere that conducive to innovation. We should try our best to deepen the reform of the educational system, to carry out the innovation education, creating an appropriate educational environment for the growth of innovative talents.The study above can contribute to the enrichment and development of the enterprise independent innovation theory and strengthen the construction of the correlation theory of the national innovation system. At the same time, it has a great practical significance for promoting the capability of independent innovation of state-owned enterprises, deepening the reform of the science and technology system, promoting the construction of an innovative country and the innovation-driven development. We can also lead to the following conclusions through the study above:it is necessary to strengthening the dominant position of state-owned enterprises independent innovation and the cooperation with all main body in the national innovation system, to paying efforts to achieve new enhances of independent innovation capability, for giving full play to the leading role of state-owned enterprises in the national innovation system. With the overall progress of the national innovation system, the status and role of state-owned enterprises will be further highlight, and more and more depth-research will be present around the innovation and development of state-owned enterprises.
