Analysis On Public Goods Supply In Rural Areas Of China

Since Reformation and Opening, making a general survey of public goods supply development in rural areas, it can be concluded that great achievements have been made. However, existing problems such as insufficient supply, unbalanced supply structure and inefficient supply are remaining unsolved. It has become great concern for the government and the public to improve the supply of public goods in rural areas and to realize the effective supply.On the basis of Marxism economics theory, and relevant studies at home and abroad, adopting scientific theory and research measures, this paper aims at. further enhancing the understanding of the supply of public goods in rural areas in China and offering advice to the government in realizing the effective supply of public goods in rural areas.The paper starts with bringing out conceptions and classification by theoretically sourcing western public goods supply. And then analyzes the situation and characteristics of the public goods supply since the founding of PRChina. On the basis of this point, this paper raises existing problems of current rural public goods supply. Aiming at finding solutions for the problems, this paper combines with the actual situation of Fujian by using related economic theories, and centering on the supply mode of rural public goods, supply efficiency of the rural public goods supply and the influence of rural public goods supply on the income of farmers and agriculture development. At the same time, by comparing and inducing the rural public goods supply situation of developed countries and developing countries, this paper ascertains the rules and features of foreign rural public goods supply and the revelation thereof. Lastly, centering on rural public expenditure, rural public goods supply decisions and rural public goods supply quality supervision, this paper conducts a further study on the countermeasures.Research results in this paper imply that currently problems like inadequate supply of rural public goods, unequilibrious structure, low efficiency, unreasonable decisions and limited fundraising channels of rural public goods are fairly obvious, and have become the bottleneck of modern agriculture development of China. This paper suggests that by conducting rural public goods supply mode diversification, scientific efficiency evaluation, standardization of financial expenditure, democratization of supply decisions and the rationalization of quality supervision organizations, the problems can be solved and public goods supply will be improved and efficient supply will be realized.
