Recently people have paid the high attention to the socio-economic development in the rural areas. Since the reform and opening up, China's economy becomes to change greatly.The economy was developing fast in rural areas and rural residents's income and their consumption ability are gradually increasing. Most of the private goods in rural areas has met the basic needs of Rural residents. At the present stage, China's rural economic development has slowed down, unequality, and urban-rural gap and regional disparities are evident which lead to significant features of the dual economic structure and three rural issues become increasingly prominent. The problems focus on the rural inadequate supply of public goods and imbalance. To this end, China has proposed to build a harmonious society, a well-off society and socialist new countryside. The purpose is to promote economic comprehensive, coordinated and sustainable development and social progress taking use of public finance coverage of rural policy.In recent years, central government has made a series of important decisions about the rural place development, and issued a series of policies and documents which aims to strengthen rural public goods supplication. The academic community has conducted extensive, in-depth study from the rural public goods aspects of supply and demand, offer advice on the path to find an effective solution. The problem of rural public goods must be based on the socio-economic structure of China's dualistic, profoundly grasp the reality of how economic and social conditions within the framework of public finances, the effective provision of rural public goods.
