Research On The Resettlement Of The Requisitioned Land In The Rural Areas Of Maoming City

Since the reform and opening up,the economic of our country had developed quickly.The problem of land acquisition was also more and more prominent because of the increasing land acquisition.This issue had a direct impact on the government’s economic development.Maoming is a big agricultural city,and the amount of land requisitioned by farmers in the economic development was relatively large,more and more problems had been exposed in the process of land expropriation in recent years,among them,the most prominent problem was the retained land resettlement problems.The relationship between the government and the villagers was nervous because of the landing difficult of retention land,it was further increase the difficult of government land acquisition,therefore,it is particularly urgent and important to study the resettlement of rural land expropriation and retention.At present,there is no effective way to solve the disputes between the government and farmers in the process of land expropriation and removal,moreover,the interest disputes have been increasing day by day,the old retention land problems have not been solved,the new problems are coming,it has become the focus problem which will impact the promotion of land acquisition for government and the tension between the government and farmers.The analysis of the reasons,manly because of the diversity situation and lacking of government research and corresponding effective measures on the problem of land.At the same time,some of the existing policies lack the consideration of the interests of farmers,it also lead to serious contradictions and increase the pressure on the government.This paper mainly used literature research method to understand the current research results at home and abroad in the retained land resettlement area,and with the help of questionnaire statistical analysis,the problem of the settlement of the reserved land were statistical and analysis by investigating the basic situation of the survey respondents,the relevant situation of land laws and regulations,the way of resettlement land compensation,the relevant procedures for resettlement placement and the working mechanism of resettlement supervision and so on.At the same time,it was understand that farmers were welcome the implementation policy of currency resettlement and land retention in rural land expropriation by analysis two cases of two cases of Bao Mao Expressway and Gaozhou Dongfang Avenue through case study method,but it was not feasible in the city.This paper explained the concepts such as land retention and resettlement,and introduced the relevant policies and systems of resettlement.It also introduced the theories of land value theory and system implementation method,and also found out the existing problems of land requisition and retention in rural areas of Maoming.There were some questions such as the proportion of the total resettlement is not high,the satisfaction of the masses in the placement of the reserved land and the problems left over by the remaining land and so on.It mainly reflected on the planning,security system and the implementation of the responsibility on the resettlement of retained lands and so on.Finally,it was necessary to improve the system of subsidy system such as social security,employment training and child education for the landless peasants,and to improve the relevant legal procedures for the resettlement and the government to establish a good mechanism for keeping the land,to ensure that the resettlement is reasonable and protect the legitimate interests of the masses.These measures have certain reference value for the government to improve the resettlement system,and it is of great significance to further promote the government land requisition work,solve the problem of landlessness and protect the legitimate rights and interests of farmers.
