With the acceleration of China's grid construction and growing size of network assets, the lowness of network assets'quality and efficiency has been much more highlighted. This has seriously hampered the health, rapid and sustainable development of China's power grid enterprise. Therefore, the implementation of Life Cycle Asset Management is not only to improve quality and efficiency of power grid assets for the practical needs of power grid enterprise, but also a key strategic initiative for the sustainable development of power grid enterprise.In the implementation process of Life Cycle Asset Management for power grid enterprise, technological progress is the basis, LCC evaluation is the means, innovation of financing models is the support, and assessment, evaluation and incentive mechanism is the guarantee. This dissertation researches on the problems in the implementation of Life Cycle Asset Management at the phase of grid construction management, in order to provide guidance ways and means, and protection system and mechanism for its smooth implementation. The main achievements are as follows.This dissertation presents the concept of life cycle cost of network planning and design, and establishes an evaluation model based on life cycle cost. Based on the model, the LCC evaluation method of network planning and design can effectively make up the lack of traditional technical and economic evaluation methods.This dissertation analyzes the key factors affecting equipment failure rate by fault tree analysis method, and establishes an equipment failure rate prediction model based on PSO-SVR. The prediction accuracy of this model is much better than ordinary SVR model and BP neural network model, while it is used for Life Cycle Cost evaluation of equipment procurement, the results are more accurate and reliable.Considering the asset value, economic value and financial value in equipment life-cycle, this dissertation establishes two calculation models for life-cycle earnings of equipment procurement based on financing lease and loan financing, and decisions can be made to select the optimal financing mode. This dissertation analyzes the tax preferential policies of financing lease in grid technical innovation construction, and establishes a financing lease income calculation model based on tax-revenue, which can provide a decision support for the financing of grid technical innovation construction.Considering the objectives and requirements at the phases of project construction while Life Cycle Asset Management is implemented by power grid enterprises, this dissertation establishes an evaluation index system of power grid construction performance and an evaluation model based on DEA cross-evaluation. The evaluation results highlight the management of Life Cycle Asset Management and sustainable development, and it has a role of positive incentives and assessment for the construction of power grid.This dissertation establishes a comprehensive model of short and long term incentive for power grid investors on the construction management unit based on principal-agent theory, and gives the principal's optimal design of incentive mechanism and mandatory incentive mechanism. The results and conclusions of the model can provide a reference for the power grid enterprise in the implement of comprehensive mechanism of short and long term incentive in the construction phase.
