Currently we need huge fund to be developped rural roads.But present the gap of construction fund for rural roads expands year by year,construction funds serious insufficient.Getting down for a long time, it will become the bottleneck restricting of the construction of our rural roads.This thesis is based on discussing channels of financing for rural roads construction of China, Since continuously rural roads have not one stable channel of financing ,that is to be a great limited for the development of rural roads.In the "11th Five-Year Plan" period, the gap of construction fund for rural roads reaches as high as several hundreds million. In order to complete the"11th Five-Year Plan"the rural roads construction plan, the first important question is to solve the fund requirement. This thesis analyzes the current situation on channels of financing for rural roads construction,the reason of fund insufficient of rural roads construction and proposes the new countermeasures:may use certain years later car sales tax which may anticipate to take the repayments safeguard;may apply to the country to publish the special national debt of rural roads construction;may consider that publish the local authority bonds,because our country personal savings' sustained growth is the material base for local authority publishing the unified bonds.
