Rural roads are very important to the development of villages'society and economy. As a basic condition, rural roads, which can shorten the process of accomplishment of rural modernization, industrialization and urbanization, play a very important role in constructions of villages. In order to make a leap in the development of society and economy, to narrow the gap between the rich and poor in towns and villages, and to increase incomes of peasants to bring them to comprehensive well-off lives, the acceleration of rural roads development does not permit of any delay. In respect of public economy, rural roads as quasi-public goods, the investigating sources of them are mainly government departments. However, according to Public Choice Theory and New Public Management School, government fails in public goods supply. Therefore, marketization is a good channel to develop rural roads.This paper researches the definition and economic attributes of rural roads, and traditional investment and financing. It points out that in China's existing investment patterns of rural roads central funds and local financial support account for the majority of rural roads construction funds, which means problems of capital lack and financing difficulties. This situation does not match the needs of rapid development of rural roads. In order to compensate for this defect, we have to convert concepts, bring marketization channels such as Rural Road Service Fund, BOT Project Financing, flexible investment approach, and market debt into the constructions of rural roads.
