Restricted by tough geographical and natural conditions, it is very common that mountainous areas usually developed slowly than other areas. Therefore, many countries and regions are confronted with the problem of promoting the economic development of mountainous areas while having less impact on its environment. As the main living places of mountainous people, mountainous valley areas become the centre of economic development of mountainous areas under the condition of rational resources allocation. Based on the theories of Regional Economics and Industrial Economics, this paper analysed and evaluated the current industrial structure and economic development model of Beijing mountainous valley areas by adopting a combined methodology of qualitative and quantitative, theoretical analysis and empirical analysis. This paper aims at generating economic development strategies for Beijing mountainous valley areas and finding approaches to achieve the development target for the reference to government policy-makers, which is characterized by industrial structure adjustment. Current studies showed that a new economic development model of Beijing's mountainous valley areas, which emphasized coordinated and balanced development between economic development and ecological environment, had become the main content and achieved great success. However, many thorny obstacles still lay ahead, including single industry structure, excessive resource dependence, lack of growth points of the second and tertiary industries, poor resources allocation efficiency and effect such as material, energy, information and labor, lack of economic growth momentum etc. More research is needed to identify the direction of Beijing mountainous valley areas economic development and industrial structure adjustment.Based on the function orientation of mountainous valley areas and its characteristics of economic development, this paper mapped out the economic development strategy of Beijing mountainous valley areas by SWOT methodology. Beijing mountainous valley areas are now in the development stage from early to mid-term industrialization with lower industrial structure level. The development of second and tertiary industries should be emphasized during the process of accelerating industrialization and upgrading industrial structure in order to promote integration of industries. The economic development opportunity strategies of Beijing mountainous valley areas include: amplifying competitive advantage, cultivating leading competitive industry, avoiding internal weaknesses, limiting the development of constraint industry, strengthening internal advantages, actively coping with external challenges, innovating the development approach of industries, improving internal weaknesses, reducing external threats and innovating policies and mechanisms etc.Regarding to carrying out development strategies of industries, this paper set up an evaluation index system of leading industry and an analysis model of principal components. Findings showed that the leading industries of Beijing mountainous valley areas should include industry, transportation, storage, postal services, leasing, business services, wholesale and retail business; basic industries should include economical forestry and fruit industry, efficient and code-loving commercial crop cultivation, distinguishing animal husbandry, under-forest industry and excellent seeds industry; emerging industries should focus on modern service industry such as leisure and tourism which was the new economic growth point of Beijing mountainous valley areas and probably would grow gradually to become the leading industry. In the meantime, the important approach of economic development of Beijing mountainous valley areas existed in high-end industry, eco-friendly industry and the integration of all industries. The government should promote the industrial structure to develop towards the "two dimensional" direction of width and depth by means of enhancing integration of industries and exploring multi-functions of agriculture. Integration of service industries and eco-friendly industries were two typical models.Innovating management policy is an important support to the economic development of Beijing mountainous valley areas. studies showed that the basic municipal economic development policy system should include compensation policies for resource depletion and assistance policies for industry cultivation which should be completed by other supporting policies such as ecological restoration, attracting investments, land management, technological innovation, management innovation, personnel training and employment support at the county level.
