Study On The Characteristics, Problems And Countermeasures Of Land Use Change In Yunnan Mountainous Areas Driven By The Strategy Of "Urban Uphill"

Construction of mountainous city is one of the important patterns of urban development in the 21 st century. These years, as our country to accelerate the pace of socio-economic construction, all of the locals have emerged for the index frequent emergency phenomenon. Yunnan is located in southwest China, is a more typical mountainous provinces. The province’s dam slope ≤8 ° accounted for only 6.40%, while the mountainous area accounts for 93.60%, we can see that available flatland resources in Yunnan is very limited. In order to effectively protect the limited farmland resources in flatland areas, and the basic living conditions of future generations, since 2011, Yunnan Province established a " Urban establishment up to the Mountainous " strategy.With the implementation of "Urban establishment up to the Mountainous" strategy, will inevitably cause the change on land use patterns, the degree of use and land-use efficiency in mountainous areas. Here, based on the land use characteristics in mountainous areas and the present implementation of the strategic, analyzes the land use change occurred in the typical area, reveals the major influence of the change of land use in mountainous areas of Yunnan province caused by this strategy, and explore the problems related to land use of mountainous areas exist in the process of strategies implementation, and then propose appropriate countermeasures.The main conclusions are as follows:"Urban establishment up to the Mountainous" strategy, driven by, typical counties(cities) in Yunnan province, a typical township(town) three levels of mountainous area has presented obvious changes in land use, mainly mountainous area especially the urban construction land scale was increased obviously, while agricultural land and unused land decreased.From Yunnan provincial level, according to statistics, by formulating and implementing the "Urban establishment up to the Mountainous" type of general land use planning(2010-2020), the province mountainous area planning of new construction land area increased from 99899.93 hectares in 2010 to 2020 of 147524.14 hectares.From typical county(city)- Dali, between 2009 and 2013, the city construction land area is obviously increase, a total of 1978.96 ha, including urban area increased 1345.51 hectares, town land increment accounts for 67.99% of total incremental construction land; While agricultural land and unused land are different degrees of reduction, 4 years were decreased by 1736.74 hectares and 1736.74 hectares, of which to reduce more, farmland and grassland decreased 943.32 hectares and 197.55 hectares respectively.In terms of typical township(town)- eastern town, according to the eastern town of general land use planning(2010-2020), the whole town construction land 2601.05 hectares, is expected to add about 3 times. Among them, the urban land 1275.78 hectares, about 22 times. This is the Dali the implementation of the strategy for the development of eastern mountain town.Analysis shows that the strategy of "Urban establishment up to the Mountainous" strategy in the process of implementing, main problems in mountain land use: use the pattern; Land on the lack of a better land replacement solutions; Ecological security hidden danger.According to the above problem, this paper puts forward the main countermeasures are: transformation of the mode of land use and further perfect the land use planning, enhance the level of mountainous land intensive utilization; Effectively improve the mountainous class replacement plan; Strongly eco-friendly mountain town.
