Study On Industrial Cluster Development Path Of Loose Economy And Technology Development Zones In China

This thesis aims at exploring pathes that can make national loose economy & technology development zones become into industrial clusters, and putting forward policy suggestions on the development of loose economy & technology development zones. In view of the topic's characteristic, this thesis uses the qualitative method combining with the quantitative analysis, the standard research combining with the real diagnosis research and takes Qinhuangdao economy & technology development zone as an empirical example.Firstly, this thesis summarizes the present domestic and foreign scholars'research results about industrial clusters, elaborates the industrial cluster's correlative theories, and introduces the concept, the connotation and the choice datum of leading industry, the concept and the connotation of industrial cluster, the industrial cluster's function and economical significance, which lay the fundamental research foundation for the full text.Secondly, this thesis elaborates theories relating to the development zones, introduces the developing process of development zones and defines the concept and the connotation of loose development zone, explains the usage of AHP in choosing leading industry. Additionally, from industrial growth potential, the industrial impetus effect, the region comparison superiority, the sustainable development effect, the effects of employment, the technology advancement datum six aspects, the thesis constructs the leading industry choice target system and the judgment matrix and carries on the uniform examination.Again, from the economic efficiency and the innovation ability two aspects, the thesis analysis the present situation of national loose development zones, and carries on the comparison with clustered development zone, obtaining the existing problems. In view of these problems, from consummating industry chain, strengthening the local authority function, establishing profession association, consummating the innovation mechanism, introducing facilitating agency, cultivating cluster spleen six aspects, this thesis proposes strategies which can make the loose development zones become into clusters.Finally, using the theories and methods mentioned above, this thesis conducts the empirical research, taking Qinhuangdao economy & technology development zone as an example, and concludes that the leading industries of Qinhuangdao economy & technology development zone are agricultural non-staple food product processing industry and metal rolling industry, and then proposes corresponding policy suggestions.
