Transformation of Research and Development of resource-based cities is an important and urgent task. Due to economic, social and environmental issues of resources exist, resource-exhausted cities has an impact on current and future period of sustainable economic development and social stability of the major problems. Resource-based cities is not only the development of economic restructuring, more importantly, institutional mechanisms are also involved, with Chinese characteristics needed solution to the problem of resource-based cities. The resource-based sustainable urban development is to implement the scientific development concept and strategic task of building a moderately prosperous society and promoting coordinated regional development requirements and strategic task. Resources cities is a huge systematic project, economic restructuring is the fundament, social, ecological, cultural transformation is an important part of each other. Resource-based urban economic restructuring must be completed two changes:urban restructuring and corporate restructuring. The city itself is precisely the transformation of the current urgent need in the theory and practice an important part of a breakthrough. Urban industries and the upgrading of economic structure must rely enhance vitality and competitiveness to complete. How to enable enterprises to have the development capability to continuously upgrade the competition in the market, industry and technology structure is the key to solving the problem. Business, industry, What is the relationship between urban development? Firm size, industry size, city size is the intrinsic link between the three what? Research articles from multiple perspectives, and strive to highlight the point, well-argued and persuasive in layman's language, theory and practice in close contact, help solve practical problems.Application of theory of scientific development concept paper, sustainable development theory, economics, industrial economic theory, regional economic theory, urban economic theory, economic theory and other low-carbon economic theory. Macro analysis combined with micro analysis, empirical research combined with normative research, comparative analysis and other methods were used to analyse resource-based urban economic restructuring issues.Firstly, relevant literature is reviewed, and then analyzes the resource status and problems of cities and the economic restructuring process and issues to be addressed. Resource-based cities to speed up the transformation of economic development, scientific transformation.It is the need to give full play to the unique role of human resources, innovation, science and technology, saving resources and protecting the environment, realize sustainable development.Resource-based cities from the coal industry, coal chemical industry, petrochemical industry, industrial and technical characteristics, the rationalization of industrial organization, optimize the industrial structure, improve the competitiveness of enterprises and industries for the purpose of developing measures for the development of alternative industries. Thesis that:the coal industry through mergers and acquisitions, establish close modern energy efficient large-scale enterprise group, and the coal enterprise group led the development of coal chemical industry. To large-scale petrochemical industry should develop in the direction and scale, building chemical industry park. On this basis, the proposed coal, coal chemical, petrochemical, steel, thermal power and other companies provided the starting point to the scale of investment policy. Using the most advanced production equipment and technology to integrate various resources, to improve the coal and petrochemical companies, industrial competitiveness, and to improve the competitiveness of resource-based cities, to ensure that national resources and energy security. The characteristics of manufacturing techniques through analysis, resource-exhausted cities to be big cities with a developed industrial division of labor, to develop their own manufacturing. The basis of the industrial cluster theory proposed resource-exhausted cities to establish large agricultural base, industrial base, distribution, tourism base ideas, cultivate alternative industrial clusters. In the empirical analysis, have been success stories. From the perspective of ecology and environmental science, demonstrated to improve urban and rural areas of forest cover is to ensure ecological security, thus ensuring the safety of agricultural and industrial production and effective measures to achieve economic and social sustainable development.Currently, urban economic theory can not meet China's rapid urban development after reform and opening up, can not be responsible for guiding the practice of the task. Paper has done in the exploratory research, advocating the city to play the leading role in the economy, and enhance capacity to promote the city's radiation. That circle the city economy is a low-input, high output of the base pattern of development, and thus proposed the building of a world-class metropolitan area, the provincial capital city circle, focusing on the concept of resource-based cities; relying on the information industry to accelerate the development of large cities, and actively participate in international competition; and explored the city in the west to play an important role in the development of the purpose is to enhance the core competitiveness of the city, seeking efficiency and resource-conserving land use patterns to enhance the competitiveness of enterprises and industrial competitiveness, strengthening micro-economic foundation for the country industrialization and urbanization construction and successful transformation of resource-based cities provide theoretical guidance and policy decision-making.
