Resource-based Urban Development Cycle Economic Research

China has a large number of resource-based cities; these cities play important roles in the development of our economy and society. However, because of its single-structure, the inefficient use of resources, the environmental pollution, the resource-based cities are now encountering a series of problems, including economic problem, social problem, environmental ones and so on. As a resource-based city, Yulin is representative in exploring new development mode for all the resource-based cities.It seems that the deep-seated problems that Yulin encountered in its development is brought by the economy mode could not accommodate with the development of social and society. Therefore, the key to solve the problems is to find a suitable mode for the long-term development of such resource-based cities. The theory of Cyclic Economy provided us an instructive solution.Cyclic Economics advocates a model of development on the basis of resource conservation and recycling. The main point of Cyclic Economics means in the system of human, nature resource and science & technology, in the process of launch, produce, consume and abandon, giving up traditional linear economy which depended on the consuming of natural resource, and turn to depend the ecotype resource recycling in order to construct an ecological economy.Aiming at the actuality and deep conflict of Yulin , Yulin's overall economic development cycle ideas should focus on "adhering to a core, to make three changes, around three conversion Construction of three cycle, to improve three mechanisms "to establish a conducive macro-economic development in the recycling system, to establish a government, enterprises, an effective mechanism for the public to participate actively in relevant. The basic ways of the development of Cyclic Economics of Yulin is: 1.To make Shendong Power Company as a pilot recycling enterprises; 2.To make Jinjie Industrial Zone as a core to establish the cycle of industrial chain;3.To make Yulin as the core of the regional economic grouping of Shanxi,Shaanxi,Ningxia, Inner Mongolia to establish the cycle of regional economic grouping.This paper holds that the development of recycling economy in Yulin, to promote the concept of change, from traditional of Resources to modern concepts of resources, from the realization of existing resources to the development of recycling methods, from compensation for the use of gratuitous use of resources to achieve the changes. Second, do plan the overall plan for developing the economic cycle. Third, it is necessary to construct a mechanism to encourage the development of recycling economy. Fourth, we need to apply the research and development of advanced technologies, technical support for the establishment and improvement of the economic cycle. Fifth, we must establish a mechanism for the organization and management of the development of recycling economy and the development of recycling economy to gradually establish and improve the performance appraisal system . We should formulate relevant laws and regulations, according to promoting the development of circular economy.
