Research On Protection And Sustainable Utilization For Land Resource In China

Sustainable utilization for land resource is an important section in sustainable development. The former theories is studied at first in this paper, it discussed the problem in the utilization of land resource in china then: Land resource decreases, degenerates serious, gets worse in ecological environment, so it is necessary to pay more attention to the protection for Land resource. At last, it introduced three kinds of countermeasures: the first kind is in the aspect of guidance ideology, we should insist the concept of scientific development, the second and the most important kind is in the aspect of regimen: it is necessary to innovate the regimen in property right: strength the protection of operating right and management right of farmer, at the same time the farmer should be given the whole right in transferring the land resource. This the pivotal section in the protection of land resource. in the aspect policy, there are some problems should be settled: changing the method of development and the utilization of land resource, paying attention to the protection of rural land and water machine, protecting the ecological environment. The first innovation in the paper is the analysis of the relation between the theories on protection of land resource and sustainable utilization, the other is the introduction of whole transferring right theory after the deeply study in the research of the theory of property right.
