Research On The Improvement Of The Public Project Management Performance Based On Social Capital

With the rapid development of the economy in our country, to meet the growing demand of society, the public project invested by the government comes into a unique rapid development stage. As a major impact on social development, attracting more and more scholars focus on the public project management performance research. Throughout the whole study system, no matter what based on the normalization of management or normalization of economics; with a view to the result or process; faced to the management level or regulation level, there is no recognition for the social property of the public project. As the viewpoint of this thesis, the management performance of the public project can be research in a more space, study it from the view of the economic sociology using the social capital theory. Therefore, this dissertation use the literature summarizing, the theoretical analysis, the relativity analysis, the questionnaire surveys and data statistical analysis, factors analysis etc, mainly discuss the following aspect:(1) Argued on the rationality and feasibility of the researching on the improvement of the public project management performance based on social capital. This thesis make a study of the hypostasis of the public project as a innovation, opened out the problems in the practicing of the public project, and the problems expose the lack of the sociology study in the research field of the evaluation and improvement for the public project management performance, For this, this thesis studied the basis for the social capital theory correspond to the research of the public project management performance farther, thereby, solved the fundamental problem for the study of the public project management performance based on social capital.(2) Designed the measurement indicators system built to social capital of the public project, and built a measurement model of the social capital of the public project further. This dissertation use the literature summarizing, roundly researched various measuring method of the social for other different subjects, and use the theoretical analysis, level analysis research etc., designed the measurement indicators system for the social capital of the public project as a innovation, and established a measurement model of the social capital of the public project further. Thereby, built a basic theoretical analysis framework and research system for the task of the management performance of the public project based on social capital.(3) Demonstration research against the stock of the social capital in the public project. So far, there is no precedent of measuring research for the social capital to the public project by the experts and scholars all over the world, firstly, we made a careful selection for the measuring sample group, at the same time, argued the questionnaires repetitious, and then made a data collection and data analysis against the received sample, according the data analysis of statistic result, researched the stock level of the social capital in the public project and causing reason in-depth from the view of demonstration. And we made a main element factors analysis to attest to the veracity and the rationality, and objectively discussed the relativity degree and the effect mechanism between the various factors of the social capital in the public project and the social capital.(4) Discussed the continuous improvement route of the management performance of the public project based on the social capital theory and the statistical data of the social capital stock in the public project. Against the subject of the continuous improvement route of the management performance of the public project, many scholars around the world have done a lot of the research, but there is no research precedent based on the social capital theory. And that, we measured the stock level of the social capital in the public project, according to the first-hand statistic data and the stock level of the social capital in the public project, select the improvement route, namely, promote the increase of the social capital by increasing the level of the important factor in the social capital, accordingly, to operate to the improvement of the management performance of the public project; Secondly, this thesis is based on the social capital theory frame and research system to analyze and construct the improvement route, this is a brand-new idea of the improvement route of the management performance of the public project.
