Study-oriented universities are the most important components apparently among many organizations engaged in scientific research. The government put in a lot of money in the process of building our study-oriented universities. However, education funding they received is not exactly the same owing to their geograpfic location etc. In the context of lack of education funding, whether those obtained more funds could produce high level scientific achievements or not? This paper that studied their scientific research performance is in order to answer this question.This paper combined qualitative analysis with quantitative analysis, and combined normative analysis with empirical analysis. First of all, we identified those universities which have become a member of"985 project"as study-oriented universities from the point view of national policy and their pivotal position in the field of higher education. Then, we analyzed their input and output of scientific research activities all-round. Thirdly, we elaborated the basic theory about the appraisal of scientific research performance. The above analysis provided the basis for choosing decision making units (DMU) and index system subsequently. As for appraisal of scientific research performance with DEA, the paper separated scientific research performance into three types firstly, and introduced their DEA model respectively. In the course of empirical analysis, the paper analysed the performance of natural science research and the performance of social science research separately. As far as these two performances are concerned, the paper adopted the method of static analysis and dynamic analysis independently. From the preceding analysis, we draw the conclusion that their scientific research performances are unsatisfactory overall, and have difference obviously among the DMUs. With regard to the decision making units which are non-DEA efficiency, the paper suggested improvement from management. That is to say, they should exert the function of plan and organization and control of management to upgrade their scientific research performances.There are three innovative work of this paper. Firstly, because of significant differences of two science research, the paper distinguished natural science research from the social science research and analysed them independently in order to raise reliability of the conclusion. Secondly, the paper combined static analysis with dynamic analysis when we analysed their scientific research performances. Third, in terms of index system, the paper selected research projects as input which is different from other literature, and selected talent-training as output. The way that dealt with index is more reasonable.
