As an important part of implementing scientific technology producing activities, scientific research institutions can provide supports for local economic development and technological innovation. Like other organizations, scientific research institutions also face the problem of resources scarcity during the process of transforming inputs to outputs. Could those obtained more investment produce high level scientific achievements? In order to answer this question, we studied the input-output efficiency evaluation on scientific performance, and the results would provide a basis for allocating scientific resources.In this paper, we discussed many facts such as the basic theory and methods of the evaluation of scientific research performance, the construction and selection of the evaluation index system and different kinds of DEA models. Furthermore, we also selected thirteen regions in Jiangsu province as decision making units to study the evolution of scientific research institutions performance with the methods of static analysis and dynamic analysis independently. The results of static analysis show that their scientific research performances are satisfactory overall and their technical efficiency is better than comprehensive efficiency and scale efficiency. The results of dynamic analysis show that their technical efficiency get better improvement than comprehensive efficiency and scale efficiency from2008to2010, and total factor productivity is unsatisfactory but is in good condition of development. At last, we put forward the countermeasure and suggestion based on the empirical study.
